Roof Replacement
The City of Fort Morgan is accepting sealed bids for the City of Fort Morgan Fire Station 2 Roof
Replacement Project until 3:00 p.m. (our clock) on March 20, 2026, at City Hall located at 110 Main
Street, Fort Morgan, Colorado 80701. If mailed, the address is PO Box 100, Fort Morgan, CO 80701 and
must be in a separate sealed envelope from the shipping package. If emailed, the address is
cfm.bids@cityoffortmorgan.com.
Bids must be received at City Hall prior to 3:00 p.m. (our clock) on March 20, 2026.
Project Summary: The project includes replacing the roof and gutters on Fire Station 2 buildings located
at 1320/1324 East Burlington Avenue with 26 Gauge PBR Panels (at a minimum).
Pre-Bid Meeting: All prospective Bidders are required to attend a Pre-Bid meeting at the site to inspect
the roof. No bids will be accepted from Bidders who do not attend the meeting. The Pre-Bid Meeting will
be held on Wednesday March 4, 2026, at 1:00 PM. The location of the meeting will be 1320 East
Burlington Avenue.
A copy of the Bid and associated documentation may be obtained as follows:

The cut-off date and time for questions is March 11, 2026, at 3:00 p.m. It is the responsibility of the
prospective bidders to contact Matt Underwood to verify receipt of questions. Based upon such inquiry,
the City may choose to issue an Addendum before and/or after the mandatory pre-bid meeting.
Opening Date: The opening will not be a public opening as it will be subject to staff review of anticipated
costs, schedule, options, and qualifications.

Roof Replacement
I. SCOPE OF WORK / SPECIFICATIONS
1. The City of Fort Morgan is soliciting bids from qualified contractors to provide all materials and labor
to replace the roof and gutter systems on the City of Fort Morgan Fire Station 2 buildings as listed
below:
a. Contractors are required to attend the Pre-Bid Meeting at the site and verify measurements. No
bids will be accepted from Contractors unless they attend this meeting.
b. Remove existing metal roof and gutter systems down to the purlins/rafters.
c. Installation of 26 Gauge, PBR Panel roofing with necessary fasters.
d. PBR panels and gutters to be color-matched as close as possible to existing roof and gutters.
e. Replace all top and bottom closures with new.
f. New seamless gutter systems and downspouts are installed in place of all existing gutters.
g. Most of the buildings are structurally sound. Areas that have been leaking may need
reinforcements added to the purlins/rafters.
h. Any/all exhaust and venting shall be replaced with the appropriate flashings.
i. Above roof grade, replace existing double-wall flue and cap which are corroded.
j. A minimum 20-year warranty is required for roofing materials, and the contractor shall provide
a 2-year labor warranty. Warranties shall be provided with invoice.
k. All labor and material to be provided by contractor, including disposal.
l. If it is housed within the security gating of the facility, on-site storage of materials will be
permitted.
m. Contractor is responsible for daily/final debris and cleanup of the site, ensuring that surrounding
aprons, approaches, and driveways are clear of any nails, screws, or abrasive material that may
cause damage to tires of incoming/outgoing vehicles.
n. Coordination with the Fire Department and City Staff will be required to ensure
protection/availability for use of the equipment housed within the facility.
o. Contractors shall obtain a roofing permit (at no cost) from the City of Fort Morgan Building
Department, and all work shall be inspected by City Building Inspectors. All work shall meet
current City building codes (2015 IBC Codes).
p. Contractors must be registered/licensed with the City of Fort Morgan Building Department.
II. GENERAL INSTRUCTIONS
1. Authorized Representative. All bids must be properly signed by an authorized representative of
the company with the legal capacity to bind the company to the contractual agreement.
2. Withdrawal. Bids may be withdrawn up to the date and time set for closing upon written, faxed or
e-mailed notice to the City. Negligence upon part of the Contractor in preparing their bids shall not

constitute a right to withdraw a bid subsequent to the bid opening. A conditional or unqualified bid
may be cause for rejection.
3. Acceptance of Bid. Only bids properly received will be accepted. Any bid received after the
time and date specified shall not be considered.
4. Conflict of Interest and Good Faith: Contractors must declare among their team any business
entity or individual who is associated with, or is in any way likely, to create a conflict of interest, a
perception of conflict of interest or whether there are any circumstances whereby any member of
Council or any officer or employee of the City would gain any pecuniary interest, direct or indirect.
Failure to comply with this provision may result in disqualification of your bid from the RFB process
or, if the City becomes aware of breach of this provision after the detailed bid has been requested,
disqualification from the further processes.
5. Investigation of Qualifications. The City may make such investigations as it deems necessary
to determine the ability of the Contractor to perform the work, and the Contractor shall furnish to
the City all such information and data for this purpose as the City may request. The City reserves
the right to reject any bid if the evidence submitted by, or investigation of, such Contractor fails to
satisfy the City that such Contractor is properly qualified to carry out the obligations of the Contract
and to complete the work contemplated herein.
6. Time for Contract Award. Should there be any reason why the Contract cannot be awarded
within the specified period; the time may be extended by mutual agreement between the City and
the Contractors. Notwithstanding the foregoing, nothing herein shall be construed to obligate the
City to award a Contract to any Contractor should the City determine that it is in its best interest
to do otherwise.
7. Performance of Contract: Contract is anticipated to be awarded on April 7, 2026, with anticipated
start date thereinafter. All work must be substantially completed by October 31, 2026.
8. Permits/Registrations: This project is taking place in the City of Fort Morgan and will require a
City of Fort Morgan building permit. The selected contractor will secure the necessary permits.
The City asks that all contractors follow the 2015 adopted City of Fort Morgan codes. Final
Payment will be made once all inspections include final inspection by the county and been
approved.
9. Illegal Aliens- Public Contracts for Services: The awarded Contractor will be required to
comply with the provisions of C.R.S. 8-17.5-101, et. seq. An Illegal Alien Addendum (the
“Addendum”) is made to the Agreement by and between the City of Fort Morgan and the
Contractor. The Contractor shall not knowingly employ or contract with an illegal alien to perform
work under this contract or enter into a contract with a subcontractor that fails to certify to the
Contractor that the subcontractor shall not knowingly employ or contract with an illegal alien to
perform work under this contract.
10. Confidentiality and Privacy: Information provided to a Contractor by the City or acquired by a
Contractor by way of further inquiries or through investigation is confidential. Such information
shall not be used or disclosed in any way without the prior written authorization of the City. The
Contractor shall not make any statement of fact or opinion regarding any aspect of the RFB and
any subsequent bid to the media or any member of the public without the prior written authorization
of the City.

Roof Replacement
To the extent permitted, the City shall treat all submissions as confidential. However, the
Contractor is advised that any information contained in any submission may be released if
required by City policy or procedures, by other authorities having jurisdiction, or by law, such as
the Colorado Open Records Act.
All bids submitted to the City will be kept in confidence with the City administrators for the sole
purpose of evaluating and developing the best possible strategic option for the City. Submitted
bids will become the property of the City and therefore, none will be returned. The City will have
the right to make copies of all bids for its internal review process and to provide such copies to its
staff, legal, technical and financial advisors and representatives. If the application contains any
proprietary or trade secret information, said information must be indicated as such.
11. Insurance. The awarded Contractor must provide, maintain and carry, and keep in full forces and
effect current Workman’s Compensation Insurance verification and proof of general liability
insurance, with a minimum of $1,000,000.00 in coverage, naming the City of Fort Morgan as an
additional insured with the executed Bond form for himself and all subcontractors.
THE PRIMARY GENERAL CONTRACTOR IS RESPONSIBLE FOR VERIFICATION OF
WORKMEN’S COMPENSATION INSURANCE REGARDLESS OF THE CONTRACT PRICE
FOR ALL SUBCONTRACTORS. Attorneys-in-fact who sign applicable Bid Bonds or Performance
and Payment Bonds must file with each Bond a certified and effective dated copy of their Power
of Attorney.
12. Governing law. All applicable laws, ordinances, and the rules and regulations of all authorities
having jurisdiction over construction of the Project shall apply to the Contract throughout.
