The description of services intended for purchase from a single source is posted in accordance with section 3.9, Procurement Ordinance 25-11 and will be posted for a minimum of 15 business days.
Commodity or Service Required:
Purchase of Rosemount Analytical Instruments, OEM Parts, and Service
Description:
Lee County Utilities seeks to execute a single source for Rosemount Analytical sensors, analyzers, buffers, PM kits, and OEM replacement parts along with maintenance, repair services, and technical support by Emerson LLLP. These analytical instruments are used at water and wastewater plants to measure chemical and physical properties of water in the treatment process. The information the instruments collect is required and used for FDEP compliance.
Intended Single Source:
Emerson LLLP
Justification for Single Source Acquisition:
Emerson LLLP is the direct supplier, sole designer, manufacturer, and service provider for Rosemount brand products. Using anyone other than Emerson or using unauthorized replacement parts for installation or maintenance would void the product warranties. These instruments are integrated with County Supervisory Control and Data Acquisition (SCADA) systems for real-time management and regulatory compliance. Using the single-source method helps maintain continuity in existing County products and services by leveraging prior investments in time and cost. This approach ensures the County can avoid disruptions in service and can continue using established systems.
Recommended Procurement Approach:
For the reason(s) stated above, Lee County Procurement Management intends to utilize the Single Source Procurement method to purchase from Emerson LLLP to supply the above.
