Description:
This is a Notice of Intent to Sole Source and is not a request for competitive quotations. The National Institutes of Health (NIH), Office of Research Services, intends to award a firm-fixed-price purchase order on a sole-source basis to Real Time Networks for the RealCare Elite Service Plan to maintain the existing secure security key storage and management system used by the ORS Division of Police.
The requirement is base plus 4- twelve (12)-month service agreement covering maintenance and support of the Division of Police's existing key storage and management system, which ensures physical keys are accessed and used in a secure manner. Coverage includes the following installed components across three RTN Hub locations: RealCare ESP-R Elite (KTA); CVIF 48-key single-terminal system; Police 128-key single-terminal system; and Hospital, Gateway, and CVIF 14-door AS systems.
Real Time Networks is the only vendor that provides and can service the currently installed system, which is proprietary. No other vendor can service the existing system, and transition to a different system would increase costs. Accordingly, only one source is reasonably available to meet this requirement.
This notice is published for informational purposes. Interested parties that believe they can meet the requirement may submit a capability statement demonstrating their ability to provide and service the existing Real Time Networks system. Responses will be considered solely to determine whether competition is feasible; this notice does not obligate the Government to issue a solicitation or award a contract, and a determination not to compete is solely within the discretion of the Government.
Estimated Period of Performance: September 15, 2026 – July 31, 2027 = 4- Twelve Month options.
