    NOTICE TO PROSPECTIVE BIDDERS
    Contract No.: PRB.32072
    Federal Aid No.: Helene Relief
    TIP No.: N/A
    WBS Element: 51830.2.14.03, 51830.2.14.05
    Letting Date: April 15, 2026
This letter is to advise all prospective bidders of the following contract addendum:
    Proposal Changes:
Revised Proposal has been added to the Division 13 Letting page.
Line Item 39 Excavation in Soil and Line Item 40 Excavation Not in Soil have been added to
    the bid items.
Line Item 12, Pile Driving Equipment Setup, has been deleted.
    Plan Changes:
Subsurface information has been added to the Division 13 Letting Page.
Structure plans have been revised to reflect drilled piles. Revised Structure Plans have
been added to the Division 13 Letting Page for Site 044-01-ea41a and Site 044-01-cdc5b.
    Additional Questions Submitted:
    1. Will overhead lines at both locations be moved prior to mobilization?
Answer: No plans have been made for utility location at either location.
    2. Can the piles be drilled in instead of driven? The sites are not conducive to using pile
driving equipment. Sites are better suited for drilled pile equipment. A crane can’t be
    walked across an existing streambed.
Answer: Plans were redesigned for drilled piles.

    3. If piles must be driven, a temporary structure would need to be built to allow access
for an 80 ton crane to drive the piles. Does the permit allow a temporary crossing to
    be built?
Answer: Plans were redesigned for drilled piles.
