Please clarify, on Page 3 of the RFP document titled “SPECIFICATIONS TO PROCURE AND CONSTRUCT ADSS FIBER OPTIC LINE,” whether the section of conduit along Aviation Boulevard heading toward US-1 has been fully engineered and designed, including the associated permitting and approvals. If the engineering, design, and permitting have not yet been completed, please clarify whether these items are included in the contractor’s scope of work.	8/11/2026 4:06:32 PM	The only engineering of the underground section of conduit along Aviation Boulevard heading towards US-1 is what is shown on the drawings with no permitting or approvals available. The Exhibit C Permit for "FKEC Q Feeder" drawings indicate (4) 4-inch conduits, while Exhibit H – Vault Design depicts (8) 2-inch conduits. The conduit will be a single 2” for the fiber. The vault diagram is a basic template. However, Page 3, Paragraph 3 of the “Specifications to Procure and Construct ADSS Fiber Optic Line” divides these locations into 13 overhead (OH) and 18 underground (UG) splices. Paragraph 4, second sentence, further states that: “It is preferred not to have any ADSS fiber splices inside the vaults. Please confirm the complete scope of work for the fiber optic installation, including whether any underground fiber installation is required in addition to the overhead ADSS section shown in the permit documents. The correct total of UG fiber is ~3.5 miles of ADSS fiber to be installed and use an updated FDOT permit. FKEC is currently in the process of updating the existing FDOT permit to include all fiber that needs to be installed along the total route covered in that permit. Please plan to use a revised FDOT permit, that FKEC will obtain, allowing installation of UG ADSS fiber along the entire route listed in the current permit. This bid scope is to install the UG ADSS fiber into a 2” conduit (2” conduit installed by others, except the approx. 1,100’ section along US-1 South of the Marathon Airport) along all UG sections of the total fiber route shown on the drawings. This bid scope will also install all OH sections of the fiber onto poles, where the poles are installed by others.
