This contract action was not awarded competitively and was also not fixed price. This contract action was awarded on a sole source basis as cost plus fixed fee for the Transfer Under Pressure (TUP) capability and modernization, including the Surveillance Towed Arrary Sensor System (SURTASS-E) support. This is a follow-on action to N00024-18-C-4322, which was also awarded on a sole source basis to the same contractor, Oceaneering International, Inc. (OII).
Pursuant to 10 U.S.C. 3204(a)(1), OII is the only responsible source capable of providign the TUP capability and modernization, including SURTASS-E support. NAVSEA also estimated that award to a company othan than OII would result in duplication of costs and unacceptable delays that are not expected to be recovered through competition.
