The Project generally consists of:
The project generally includes repairing damage incurred during the June 2022 Flood event to the Billings Water Treatment Plant Intake #2 Catwalk and Building. The project is utilizing insurance, FEMA disaster funds, and FEMA hazard mitigation funds to bid a single project that will mitigate future hazards. The project generally consists of replacing and lifting the catwalk and building by approximately 5 feet, including structural rehabilitation; demolition; construction of a new precast building; and process, mechanical, and electrical improvements.
Base Bid Schedule No. 1 includes demolition of existing facilities, including the existing intake building, existing electrical conduits and conductors, and removal of the existing catwalk bridge deck. Demolition will require lead and asbestos abatement.
Also included: Construction of new replacement catwalk concrete deck on top of new structural steel members; concrete pier rehabilitation and elevated structure modifications; installation of a steel staircase and new aluminum handrails on the catwalk and walkway around the intake building; removal and replacement of low-pressure air piping and other process related improvements including gate actuator modifications and screen installation; new precast concrete building with hollow core roof, including lifting hoists; all mechanical and electrical improvements; exterior lighting; repair on underwater pipe encasement; and installation and removal of all temporary working platforms and facilities.
Additive Alternate #1 involves demolition and construction of a new debris deflector nose at a raised elevation on the upstream side of the intake building. It is generally described as demolition of existing concrete deflector nose, concrete repair, reinforcing modifications, form-place-finish new cast-in-place concrete, modifications to the existing steel nose plate, and new steel plate modifications as shown in the drawings.

PRE-BID CONFERENCE: There will be a non-mandatory Pre-Bid Conference for all prospective Bidders held October 1, 2024,10:00 AM MT at Billings Water Treatment Plant conference room, located at 2251 Belknap Ave, Billings, MT 59101. Interested Contractors are encouraged to attend.
BIDDING REQUIREMENTS: Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each Bid or proposal shall be accompanied by a Certified Check, Cashier's Check, or Bidder’s Bond payable to the "City of Billings, MT" in an amount not less than ten (10%) percent of the total amount of the Bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time Tuesday, October 29, 2024.
