APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The CHIPS Program Office (CPO) requires licenses to a platform to assist employees in accessing and working with financial data of publicly-traded semiconductor companies, including SEC filings and earnings transcripts. This data helps inform CPO decision-making around overall risk profile, risk ratings, underwriting analysis, and portfolio monitoring for CHIPS direct funding and loan award applicants.
CPO is interested in procuring licenses to an all-in-one data platform platform. The platform should help streamline CPO financial risk analysis by providing timely email alerts, sophisticated search capabilities across filings and transcripts, and collaborative features. The all-in-one data platform should provide tools to efficiently analyze a large magnitude of documents across various companies and data sources. The platform should include access to key company information such as recent and historical earnings transcripts, articles of incorporation, credit agreements, corporate structure, insider transactions, institutional ownership, and events.
The platform at the minimum shall have the following characteristics:
• Comprehensive, seamless search function for finding data and information across publicly-traded semiconductor company transcripts and other SEC filings.
• Ability to quickly download company documents and financial data included in earnings transcripts and other documents.
• Ability to efficiently collaborate and share documents and data with team members.
• Solution must be fully accessible from a web browser.
• Solution must provide the ability to trace the underlying build and source of financial statements (e.g., what individual line items are being considered to calculate EBITDA).
