This is a sources sought notice and does not constitute a request for proposal, request for quote, or invitation for bid. Responses to this sources sought must be in writing. The intent of this notice is to identify potential offerors and to determine whether to set-aside the requirement for small businesses.
The Naval Facilities Engineering Systems Command Marianas is seeking willing and capable firms to perform full range environmental services for Joint Region Marianas (JRM) to ensure their operations demonstrate and maintain compliance with all applicable Federal, U.S. territory, and local environmental statutes, and with DoD and Navy environmental policies, permits, instructions, and guidance. Environmental services shall include the following environmental compliance programs: clean air, safe drinking water, clean water, hazardous waste, pollution prevention, oil management, solid waste management, pesticide compliance, Emergency Planning and Community Right to Know Act (EPCRA), Ozone Depleting Substances Management, storage tank management, environmental quality assessment, environmental sampling and analysis, and overall environmental compliance oversight. The work shall be performed for JRM installations, Supported Components and Tenant Commands on the island of Guam, including Marine Corps Base Camp Blaz (MCBCB). Work may be required at locations other than JRM or Guam to ensure that JRM environmental operations and facilities comply with applicable statutes, regulations, policies, permits, instructions, and guidance.
The North American Classification System (NAICS) code for this acquisition is 541620 - Environmental Consulting Services, with a size standard of $19M.

Interested firms are invited to respond to this sources sought announcement by providing the following information no later than 12:00pm (ChST) on 09 April 2025, via email to Jerica A. Santos, Contract Specialist, at jerica.a.santos.civ@us.navy.mil and Andrew James C. Cortez, Contracting Officer, at andrewjames.c.cortez.civ@us.navy.mil.

2) Up to five projects that demonstrate experience similar to the size, scope and complexity of this requirement.
3) Your business size for NAICS Code 541620.
4) State if you are a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business concern.
The Government will use responses to this sources sought announcement to make appropriate acquisition decisions for a future procurement. Responses received after the deadline or without the required information may not be considered. Since this is a sources sought announcement, no feedback or evaluations will be provided to companies regarding their submissions.
This notice does not commit the Government to issue any type of solicitation, or award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not pay for information obtained through this notice.
