VILLAGE OF NORTHBROOK

2026 WATER MAIN IMPROVEMENTS

NOTICE IS HEREBY GIVEN by the Village of Northbrook that sealed bids will be received for the

construction of water main improvements which generally consists of the installation of approximately 320 feet

of new six-inch water main on Grace Road and Pfingsten Road in the Village of Northbrook, Illinois.

Complete digital project bidding documents will be available online at www.questcdn.com on Thursday, April

9, 2026 at 11:00AM local time upon receipt of payment of a $22 non-refundable fee. Access to the project bid

package is obtained by visiting the website and inputting Quest project #9973400 on the website’s Project

Search page. Please contact QuestCDN.com at 952-233-1632 or info@questcdn.com for assistance in free

membership registration, downloading, and working with this digital project information. Paper copies will not

be provided by the Owner.

Said sealed Bids will be received until 11:00 am, local time, on Thursday, May 7, 2026 at the office of Kelly

Hamill, Director of Public Works, 655 Huehl Road, Northbrook, IL 60062, at which time all Bidder's Proposals

will be publicly opened and read aloud.

All work under this contract shall comply with the Prevailing Wage Rate Act of the State of Illinois, 820 ILCS

130/1 et seq. and Employment of Illinois Works on Public Works Act (30 ILCS 570/). Bids may not be

withdrawn for a period of ninety (90) days after closing date without the consent of the Board of Trustees.

Any Bid submitted unsealed, unsigned, fax transmissions or received subsequent to the aforementioned date and

time, may be disqualified and returned to the bidder.

The Village of Northbrook reserves the right to reject any or all Bids and to waive any irregularities or

informalities in the bidding process or in any Bidder’s Proposal and to award the contract in a manner best

serving the interest of the Village. The bidder’s attention is called to the Village’s policy of not allowing the

procedure of trailing lien waivers.
