SOLICITATION OF BIDS
OTHER POST EMPLOYMENT BENEFITS (OPEB) VALUATION
The Board of County Commissioners, Cascade County, Montana, is soliciting bids for actuarial services for
valuation of the County’s OPEB valuation. This information is included in the Notes to the Annual Financial
Statements of the County to comply with the Government Accounting Standards Board (GASB) Pronouncement
GASB 75.
The valuation will be through the month ending May 31, 2026. The valuations would cover Cascade County’s
audit for 25/26 and 26/27 fiscal years. The May 31, 2026 end date is one month earlier than the fiscal year so as
to allow ample time to complete the 25/26 audit, which would start in October 2026. The County is soliciting
firms with extensive experience in providing the OPEB valuation to municipal governments of similar size to
Cascade County (approximately 500 FTE, $88 million annual expenditures).
Bids submitted to the County will include the profile of the firm, the qualifications and certifications of the
actuaries employed by the firm, and a list of municipal references within the same size and scope of Cascade
County. The County will not consider bids from firms that do not provide qualified actuarial services. The
County will also not consider bids from firms that do not have experience handling OPEB valuations for
municipal governments within the same size and scope of Cascade County.
