Description
SOURCES SOUGHT
The Department of Veterans Affairs desires to lease a minimum of 5,410 to a maximum of 5,500 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF) of contiguous medical office and related space in St. Thomas, USVI.
Only existing buildings will be considered. However, if not a New Building, the Space offered shall be in a Building that has undergone, or will undergo, by occupancy, a complete modernization or adaptive reuse of the Space with modern conveniences. Building must not be part of retail setting, strip mall, in between other tenants or sharing walls and must have a minimum of 12 parking spaces for patients and staff.
The space must be available for occupancy by October 1, 2026, and must be located outside the 100-year floodplain.
The lease term requirement must be in full compliance with the requirements of the Request for Lease Proposals (RLP). The period of performance will be for 10 Years, 5 Years Firm.
Space within or facing the following boundaries will be considered:
North: Hwy. 404 turns to 37 & to 40.
South: Ocean, and Hwy. 32.
East: Hwy. 38
West: Hwy 301, continues 33, & turns to 404.
Expressions of interest must contain the following information:
Building name and/or address and location of the available space within the building
Number of spaces to be offered and expected rental rate per ABOA SF, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any.
Date of space availability
Building ownership information and authorization from owner to offer the property if applicable
Energy efficiency and renewable energy features existing within the building/lot
List of services provided (janitorial, pest control, security monitoring, etc.).
If claiming Socio-Economic status (i.e. SDVOSB, VOSB, 8A, etc.); must include documentation evidencing active status.
A market survey of offered properties will be conducted by VA staff. Interested offerors (owners, brokers, or their legal representatives) should submit site-specific information concerning their properties to Javier Correa-Ochoa via e-mail no later than 3:00 PM on July 15, 2025, at the following:

Please note:
The Government is considering space if economically advantageous. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space.
This advertisement is not a solicitation for offers, nor is it a request for proposals. The Government will use the information received in response to this advertisement to determine if there are two or more vendors of a specific socio-economic classification in order to set aside accordingly in the order of preference. A solicitation for offers may be issued by the Department of Veterans Affairs at a later date.
