The Bureau of Reclamation¿s Water Treatment Laboratory has a Name Brand or Equal requirement for the purchase Solid Surface Zeta Potential Analyzer.
The minimum specification required are as follows:

CLIN 010: Zeta Potential Analyzer (Anton Paar SurPASS¿ 3 Standard Electrokinetic Analyzer) or Equal

¿        Designed for direct measurement of solid surface zeta potential using streaming current measurement, accuracy +/- 2.5 mA
¿        Fully automated pH titration over the range pH 2-pH 12
¿        Measurement of adsorption kinetics with automated pressure control
¿        Software to operate system
¿        Sensors and all required accessories for measurement of: pH, Conductivity, 0.1 - 1000 mS/m
CLIN 020: Set of two silver chloride (AgCl) electrodes
CLIN 030: Mounting cells Adjustable gap cell for planar samples up to 10 mm x 20 mm, including flat membrane sheets
CLIN 040: Clamping cell for polymer films and sheets, metals, ceramics, and glass
CLIN 050: Measuring Cell for hollow fiber membranes
CLIN 060: Preventative maintenance onsite
¿        2 occurrences of onsite maintenance
¿        3-year warranty on purchases instrument
CLIN 070: Installation, validation / calibration standards for system operation
¿        Onsite training
¿        The authorized/certified dealers shall provide the delivery, installation, and training for the instrument at the water treatment laboratory.

This Pre-solicitation Notice is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This Pre-solicitation Notice does not commit the Government to contract for any supply or service whatsoever. The Bureau of Reclamation is not seeking quotes at this time and will not accept unsolicited quotes.

Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding party's expense. Responses to the Pre-solicitation Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Pre-solicitation Notice does not preclude participation in any future RFQ, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to continue to monitor the Beta Sam Opportunities (www.betasam.gov) site.

The Bureau of Reclamation, Service Office, Denver, Colorado plans to award a Firm Fixed Price purchase order with a delivery and installation to be completed within 9 months of an award. This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to provide seismic recorders they have available to the government as commercial of the shelf items. This office plans to post a solicitation on or about September 1, 2025.
