Bid Type: Job Contract Locations: Chittenden Keywords: Construction (Non Building) Bid Description: ADVERTISEMENT FOR BIDS TOWN OF ESSEX, VERMONT CENTER ROAD FORCEMAIN REPLACEMENT AND HERITAGE ESTATES PUMP STATION UPGRADE CONTRACT NO. 1 General Notice The Town of Essex (Owner) is requesting Bids for the construction of the following Project: Center Road Forcemain Replacement and Heritage Estates Pump Station Upgrade, Contract No. 1. Bids will be received by the Town of Essex via email until 1:00 PM local time on Thursday, February 13th, 2025. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. Bids shall be submitted to all of the following addresses: amartin@essex.org; acostandi@essex.org; jbooth@aeengineers.com; aarsenault@aeengineers.com; don.haddox@vermont.gov Bids received electronically past the bid due date and time will be considered late and thus will not be included in the bid tabulation. Bidders are required to confirm receipt once a bid has been submitted. A bid tabulation will be released to all bidders within 5 business days. The Project includes the following Work: Upgrades to the Heritage Estates Pump Station, installation by directional bore of approximately 1,940LF of 10” HDPE sewer forcemain along Center Road, 55 LF of 8” PVC forcemain in a 24” steel sleeve crossing under Center Road, and approximately 410’ of 8” PVC sewer forcemain installed via open trenching. The new forcemain will include cleanout vaults and all other necessary appurtenances. Obtaining the Bidding Documents The Issuing Office for the Bidding Documents is: Blueprints, Etc, 20 Ferrell Street, South Burlington, VT 05403, (802) 865-4503. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 8:00 AM and 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office at a non-refundable cost of $200.00 for each set, plus shipping. This purchase price includes a full set of Bidding Documents and an electronic copy of the Bidding Documents in portable document format (PDF). Alternatively, electronic only copies in portable document format (PDF) of the Bidding Documents are available for a non-refundable charge of $150.00, plus shipping. Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents or electronic documents on compact disk will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Bidding documents may be examined at the Essex Town Offices, 81 Main Street, Essex Junction, VT 05452 by appointment and at www.aeengineers.com. Pre-bid Conference A pre-bid conference for the Project will be held on Thursday, January 30th, 2025 at 11:00 A.M. at the Essex Town Offices, 81 Main Street, Essex Junction, Vermont 05452. Attendance at the pre-bid conference is encouraged but not required. Funding and Project Procurement This project is funded in part through the Vermont Clean Water State Revolving Fund. Consequently, the following provisions apply to this WORK. 1. Bid Security in accordance with the Instructions to Bidders 2. Disadvantaged Business Enterprise (DBE) requirements 3. Performance BOND and Payment Bond each in the amount of 100% of the contract price 4. AIS (American Iron and Steel), provisions of P.L. 113-76 of the Consolidated Appropriations Act. 5. BABA (Build America, Buy America), provisions of P.L. 117-58 of the infrastructure investment and jobs Act. 6. Federal Wage Rates as determined under the Davis-Bacon Act 7. Prohibition on Certain Telecommunications and Video Surveillance Services Equipment. Instructions to Bidders.
