The County of DeKalb, GA (the "County"), is requesting Proposals for On Call Construction Management Services (Multiyear Contract) . Proposals are to be submitted via the County's eProcurement Portal via https://procurement.opengov.com/portal/dekalbcountyga PRIOR TO 3:00 pm on Thursday, March 19, 2026 . Late Proposals will not be accepted.
Project work includes on-call Construction Management (CM) and inspection services for the Department of Watershed Management (DWM) in support of its Capital Improvement Projects (CIP).
The DWM is the primary provider of water and wastewater services in DeKalb County, Georgia, serving a population of nearly 735,000 residents. This makes DWM one of the largest water and wastewater utilities in Georgia and the southeastern United States.
The CM services requested under this RFP are intended to support various projects within DeKalb County’s $4.27 billion Capital Improvement Program (CIP), which is focused on the purchase, construction, enhancement, and replacement of the County’s water and sewer infrastructure to ensure reliable service delivery now and into the future. These projects may include, but are not limited to, water and sewer line replacement, pump stations, storage tanks, and treatment facility upgrades. To meet the anticipated demand for CM services, construction activities under the CIP are projected to proceed at the estimated annual investment levels shown in Table 1 below.

To assist with the management and execution of CIP projects, the DWM has entered into a Professional Services Agreement with Program Management Consultants (referred to as the “CIP PMT”) to provide overall program management services. The CM services solicited in this RFP are outside the scope of the CIP PMT’s responsibilities but will be coordinated closely with the CIP PMT, which oversees all CIP projects from inception through completion
