The Department of Veterans Affairs, Network Contracting Office (NCO) 6 intends to award a
sole source, firm fixed price award to College of American Pathologists (large business) located
at 325 Waukegan RD, Northfield, Illinois 60093-2750, for Linearity Supplies for one (1) base
year and four (4) option years for the Fayetteville NC VA Coastal Healthcare System,
Laboratory Service to include the Fayetteville Healthcare System, Wilmington Health Care
Center, and Fayetteville NC VA Healthcare System. The Government intends to award the
contract with an effective date of October 1, 2025.

This is not a request for competitive offers and no solicitation is available and telephone requests
will not be accepted. This is a brand name only requirement and College of American
Pathologists is the manufacture and exclusive provider of these linearity reagents. Market
research has determined that these items are highly specialized, are only available from a single
source without an unacceptable delay or duplication of cost and no other type of items will
satisfy agency requirements. These linearity supplies meet all current standards and/or
established regulations.

However, any business that believes it can provide the Linearity Supplies may give written
notice to stephanie.mcelmore@va.gov by 10:00am EST on July 16, 2025. Supporting
evidence must be furnished in sufficient detail to demonstrate the ability to comply with the
above requirement. Interested and capable respondents are requested to provide the information
below.

All responses to this notice shall include: company name, address, point of contact, phone
number, System for Award (SAMs) Unique Entity Id Number (UEI), manufacturer authorization
letter, authorized dealer, authorized distributor, or authorized reseller documentation.
Responses will be considered by the Government; however, a determination by the Government
not to compete the proposed acquisition based upon responses of this notice is solely within the
discretion of the Government.
