Project Description: Lycoming County Water & Sewer Authority (Owner) is requesting Bids for the construction of the following Project:
Schoolhouse Road Waterline Replacement
Bids received will be Publicly opened and read aloud after 12:00 PM, Thursday, February 26, 2026 at the place of bid opening, 380 Old Cement Road, Montoursville, PA 17754.
The Project includes the following Work:
Replace existing water lines along Schoolhouse Road and Middle Road, Limestone Township, Lycoming County PA.
Bids are requested for the following Contract(s): 2026-W1, General/ExcavationObtaining the Bidding Documents
The Issuing Office for the Bidding Documents is:
Century Engineering, a Kleinfelder Company, 330 Innovation Blvd, Suite 305, State College, PA 16803.
Prospective Bidders may examine the Bidding Documents at no cost either electronically at www.PennBid.net or at the Issuing Office, Monday through Thursday, 8:00 AM to 5:00 PM, or Friday from 8:00 AM to Noon. Bidding Documents may be obtained at no cost electronically at www.PennBid.net or may be purchased for $250.00 (non-refundable)(includes only USPS regular mail), from the Issuing Office.
Make deposit checks for Bidding Documents payable to Century Engineering, a Kleinfelder Company, 330 Innovation Blvd, Suite 305, State College, PA 16803. All payments are non-refundable.
Pre-bid Conference
A Non-mandatory pre-bid conference for the Project will be held on Monday, February 2, 2026 at 10:00 AM at Limestone Township Municipal Building , Jersey Shore, PA 17740. Attendance at the pre-bid conference is Non-mandatory.
Instructions to Bidders
For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
A certified check or bank draft payable to the order of Lycoming County Water & Sewer Authority, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit and additional supporting documents with the bid.
Bids may be held by the Lycoming County Water & Sewer Authority for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Lycoming County Water & Sewer Authority reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
This project is being supported by federal award number SLFRP2851, awarded to the County of Lycoming by the U.S. Department of Treasury. Pennsylvania Prevailing Wage Rates Determination #26-00053 (as amended) applies to this Project.
