Description

Introduction:



The Washington Headquarters Services, Acquisition Directorate (WHS/AD) is seeking information from potential contractors who can provide support services for the Defense Technical Information Center’s Comptroller XML Exhibits (CXE) tool. The CXE tool is a critical component of the DoD's budget formulation process, and the DoD is seeking a contractor who can provide expertise in maintaining, updating, and troubleshooting the tool.



Background:



The CXE tool is used to support the preparation and submission of budget exhibits to Congress. The tool is used by over 600 DoD customers, including program managers, budget analysts, and other stakeholders. The DoD is seeking a contractor who can provide support services for the CXE tool, including front-end and back-end services, to ensure continuity of operations and minimize disruptions to existing services. Reference the DRAFT Performance Work Statement attached for details.



REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE (SSN) Questions:



CXE Tool Expertise: What is your level of familiarity with the Comptroller XML Exhibits (CXE) tool, and do you have the necessary expertise to assume immediate responsibility for back-end tasks, including maintenance, updates, and troubleshooting?



Front-End Service Capability: Can you provide front-end services for individual Department of Defense (DoD) customers, including user support, training, and configuration, without disrupting existing services or requiring significant additional training or support?



Integration and Alignment: How would you ensure seamless integration and alignment of the CXE tool with the objectives of various DoD customers, including support for over 600 RDT&E and 70 procurement exhibits submitted to Congress, while minimizing disruptions to existing services and ensuring continuity of operations?



Additional Information Requested:



Please provide a detailed description of your company's experience and expertise with the CXE tool or similar systems.



Describe your approach to providing front-end services, including user support, training, and configuration, for DoD customers.



Outline your strategy for ensuring integration and alignment of the CXE tool with DoD customer objectives, including any relevant experience or successes in similar environments.

Please limit your response to 5 pages and use the following format:



Text – Text shall be at least single-spaced, 12-point font size in Times New Roman, on 8 1/2 x 11-inch paper, with a minimum one-inch margin all around. Text and graphics portions of the electronic copies shall be in a format readable by Microsoft (MS) Office 2010 or Adobe Acrobat version 10, text in graphics shall not be smaller than 10-point font size, and text in tables shall not be smaller than 11-point font size. Data submitted in spreadsheet format shall be readable by MS Excel 2010. Note: to adhere to page limitations, imbedded hyperlinks will NOT be accessed for review and or evaluation.
