THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE AND NOT A REQUEST FOR QUOTATIONS



This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.203(a)) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm fixed price purchase order under the authority of 41 U.S.C. 3304(a)(l), as implemented by FAR 16.505(b)(2)(i)(B) – the Library’s minimum needs can only be satisfied by the contractor’s unique capabilities or products.



The Library of Congress, Office of Chief Information Officer (OCIO) requires contractor support to provide broadband internet services, equipment, repairs and maintenance for three circuits located at the Library’s Little Scholars Childcare Facility and Fort Meade Facility. Please see the attached Statement of Work (SOW) for more information about the required services.



The Library previously awarded a contract for broadband services at the Little Scholars Childcare facility (Little Scholars), the Fort Meade facility (Fort Meade), and the Manassas Data Center, but the vendor failed to deliver the circuits noting that the conduit pathways at Fort Meade and Little Scholars were compromised, and new circuits could not be installed. In addition, Telecom carriers and the Architect of the Capital (AOC) completed surveys and determined that the paths to the buildings were obstructed. The AOC has also reported that the efforts to repair the conduits are projects that are going to require funding and resources which have not been identified yet. No new cabling can be installed at Little Scholars and Fort Meade until the AOC completes the repairs to the conduits.



The current broadband services were previously installed at the Little Scholars and Fort Meade facilities, and do not require any additional physical cable installation. The purpose of this requirement is to continue the broadband services and increase some of the broadband speeds. The increased broadband speeds will not require any physical cable installation.



The Library intends to fulfill this requirement by issuing a sole source contract award to Comcast Government Services LLC located at 11951 Freedom Drive Reston, VA 20190-5674. The period of performance will be 06/17/2025 - 06/16/2030 which consists of a base year and four option years.



This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. The Government plans to award a contract for this requirement at least 15 days after this notice is published.



THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources that wish to be considered for this requirement should submit a capability statement that demonstrates their ability to meet all of the requirements described in the J&A. The capability statements shall be submitted via email to Tiffany Lucas at tluc@loc.gov and Stephanie Boone at sboone@loc.gov by 12:00 pm ET on Monday, February 3, 2025. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received after this date and exact time specified are late and will not be considered.



This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its capabilities are sufficiently detailed to allow the Government the ability to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
