Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The National Park Service, Contracting Operations (ConOps) East, intends to issue a Solicitation to Replace the South Cedar Creek Bridge and Canoe Launch. The work includes removing the existing pedestrian bridge and the existing canoe launch. The bridge will be replaced with a weathered steel, pre- manufactured pedestrian bridge. The canoe launch will be replaced by a concrete ramp. The pedestrian bridge is designed for use by pedestrians and NPS-owned utility vehicles. The existing bridge spans Cedar Creek with foundations that are impacting the banks of the Creek. The new bridge with span further off of the creek edge and stabilization will be required under at the foundations and banks. The existing canoe launch is to be removed completely, including all wood and attachments. The new canoe launch will be made of concrete for Congaree National Park Hopkins, South Carolina.

This procurement will be set-aside for Women-Owned Small Business firms. The NAICS code is 237310, Highway, Street, and Bridge Construction, with a small business size of $45,500,000.00. The PSC is Y1LB; Construction Of Highways, Roads, Streets, Bridges, and Railways.

All interested offerors MUST have an active vendor record in SAM.gov, be a women-owned small business under the identified NAICS code and NOT have any exclusions such as a delinquent federal debt or debarment.

SITE VISIT: Only one formal (1) site visit will be scheduled for this action and no informal individual site visits will be allowed. Details will be provided with the solicitation when it's published. Preliminary date for the site visit is May 19, 2025, 09:00am EST (This date and time is subject to change).

TYPE OF CONTRACT: A firm-fixed-price contract is expected to be awarded from this solicitation.

Note: Davis Bacon prevailing wages for Richland County, South Carolina will apply for this requirement See attachment 0004 or SC20250035 on WDOL.gov will apply.

The Government intends to award (1) one contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, will be most advantageous to the Government, price and other factors considered.

The solicitation will be posted on sam.gov (System for Award Management) on or about May 11, 2025. This date is subject to change. Hard copy documents including drawings will not be available - all available documents will be posted for download.

Offers will be due approximately 30 days after issuance of solicitation unless extended by amendment. This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. After issuance of solicitation, send any inquires via email to edward_dingle@nps.gov by 1:00 pm (ET) on May 10, 2025 (This date is subject to change). NO oral questions will be accepted.
