The Jackson County Land Bank Authority (hereafter "the LBA") is hereby soliciting proposals from qualified vendors for the demolition of an industrial property located in the city of Jackson, Michigan. The property consists of a fire-damaged portion of an industrial complex to be demolished with asbestos-containing materials (ACMs) in place. The site address is 140 & 150 West North Street, Jackson, Michigan, and the parcel ID numbers are 8-245800000, 8-246000000, and 8-243900000. Please refer to Attachment 1 (Site map with boundary of building demolition), which outlines the fire damaged portion of the complex slated for demolition. The Project Site is the entirety of the three parcels with demolition of only the aboveground portion of the
fire-destroyed structure primarily presents on the 140 West North Street parcel.
The property, located at 140 & 150 West North Street, Jackson, Michigan, is owned by Commercial Exchange, Inc. This RFP is issued by the LBA under a State Land Bank Authority Blight Elimination Grant utilizing federal funding sources. The industrial complex is located in the City of Jackson. A fire on August 22, 2023, has caused significant fire damage that extends throughout the entire structure, including damage that is believed to impact structural integrity. Traditional asbestos abatement methods prior to demolition are not feasible, at least in a majority of building locations, due to structural and safety concerns. Demolition will be conducted utilizing wet methods, and all demolition debris will go to the landfill as asbestos-containing waste. The contractor is responsible for confirming required scope of work and any estimates provided in the RFP or its attachments.
