Description
This is a Sources Sought Notice only. This Sources Sought Notice is not a request for competitive quotes and no solicitation is available. All interested parties must respond to the Sources Sought Notice announcement. Any responses received will only be considered for the Market Research purposes of determining whether to conduct a set-aside or unrestricted competitive procurement. All interested parties must include their SAM UEI and business size status in their response. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. The Government is requesting an informal quote for these services in addition to a capability statement using the included price schedule found on the last page of this Sources Sought Notice. The informal quote is for market research purposes only, and will not form a binding agreement.
The Northern Arizona VA Healthcare System (NAVAHCS), located at 500 Highway 89 North Prescott, AZ 86313 is seeking potential qualified contractors for a secure and reliable point-to-point communication circuit with the Arizona Department of Public Safety (AZ DPS) to access the Criminal Justice Information System (CJIS).
The Draft Statement of Work included in this Sources Sought Notice is not final. No inquiries will be accepted at this time.
All interested Offerors should submit information by e-mail to jamie.elbedawi@va.gov. All e-mails must have as the subject line 36C26226Q0491 CJIS VAPD . All information submissions must be received no later than 5:00 PM MST on March 20, 2026.
Important information: The Government is not obligated to/nor will it pay for or reimburse any costs associated with responding to this sources-sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 517111 Wired Telecommunications Carriers (1,500 Employees). The Product Service Code associated with this acquisition is DG11 IT and Telecom Network: Satellite Communications and Telecom Access Services.
Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Small Business Administration Veteran Small Business Certification (VetCert), located at Veteran Small Business Certification (sba https://veterans.certify.sba.gov/.gov).
DRAFT Statement of Work
Background
The Northern Arizona VA Health Care System (NAVAHCS), located in Prescott, Arizona, requires a secure and reliable point-to-point communication circuit with the Arizona Department of Public Safety (AZ DPS) to access the Criminal Justice Information System (CJIS). This connectivity is mission-critical for law enforcement operations and must preserve CJIS security and integrity. The circuit is mandated by AZ DPS to be delivered via metro ethernet, operated in conjunction with onsite equipment as specified herein, and the service provider must coordinate access consistent with FBI CJIS security requirements.
Scope
The Contractor shall furnish all labor, materials, transport, and services necessary to deliver and maintain the CJIS access circuit and supporting internet port to NAVAHCS Police, in accordance with VA and CJIS security policies. Contractor shall provide the following required services:
Secure and Reliable Circuit: Must provide a secure, reliable, point-to-point circuit capable of handling sensitive law enforcement data and supporting the specified bandwidth.
Local Access Circuit: 10 Mbps dedicated local access.
Internet Port: 2 Mbps iQ Internet Port.
Transport: Circuit provisioned via metro ethernet terminating at AZ DPS CJIS.
Onsite Integration: Circuit must operate in conjunction with a standalone CPU and Cisco ASA 5506X router at NAVAHCS Police, without redesign that would introduce unacceptable delay or risk to CJIS access continuity.
Coordination: Provider must coordinate provisioning and ongoing access consistent with FBI CJIS security requirements for CJIS system access. Provider must coordinate CJIS access with AZ DPS and maintain FBI CJIS security requirements for the service.
Service Configuration: Provider must support the specified 10 Mbps local access and 2 Mbps iQ Internet Port service configuration as part of the CJIS solution.
Contractor Qualifications & Eligibility
Demonstrated Capability: Demonstrated capability to provide the specified metro ethernet CJIS access, bandwidth, and associated internet port.
Compliance: Compliance with VA security and privacy requirements for handling VA sensitive information.
Secure Infrastructure: Infrastructure that supports secure transmission and storage of VA/CJIS data.
Documentation: Documentation evidencing compliance with applicable VA and federal security standards.

Completed Security Checklist and CSCA reports
Performance & compliance reports as required by VA.
Security Requirements
Complete a Contractor Security Control Assessment (CSCA) within 30 days of award and annually thereafter, if the service model triggers VA IT security assessment requirements
Contractor personnel shall undergo appropriate background checks and adhere to VA security protocols
Maintain secure configurations and support annual IT security assessments where applicable
