INVITATION FOR BIDS
The City of Rock Island requests that interested contractors submit a cost
schedule for the forestry mulching of two clusters of trees along the Mississippi
River Levee in Rock Island, Illinois.
Sealed bids will be accepted by the City of Rock Island at the Public Works Department
(1309 Mill Street, Rock Island, IL) until 9:00 a.m. on Wednesday, May 27, 2026 for the
following project:

The Contractor will be responsible for complying with all local, state, and federal
regulations pertaining to this project.
The City of Rock Island is committed to preserving equal rights for all of its citizens

It is the intent of the City of Rock Island to award a contract to the lowest responsible

informalities or technicalities.
To the extent that the Prevailing Wage Act (820 ILCS 130/0.01 et seq.) (Act) applies to
this Contract, it is the Contractor's obligation to pay (and require every Subcontractor to
pay) prevailing wages as established by the Illinois Department of Labor for each craft
or type of work needed to execute the Contract in accordance with the Act. The
established prevailing wage rates are available at:

Sealed bids will be opened at 9:01 a.m. on Wednesday, May 27, 2026 or at such later time and
place as may then be fixed.
Bids may be hand carried or mailed and will be received at the City of Rock Island Public Works
Facility, 1309 Mill Street, Rock Island, IL 61201 until 9:00 a.m. on Wednesday, May 27, 2026.
Bid envelopes must be sealed and marked “ROCK ISLAND FORESTRY MULCHING
CONTRACT”
Insurance
The Contractor shall obtain and keep in force the insurance coverage specified in Article 107.27
of the Standard Specifications. (attached at end of document) Insurance coverage shall name
the City of Rock Island, its officers and employees as additional insured with respect to the
liability coverage. Certified copies of the original policies, or certificate(s) of insurance, by the
insurer(s) issuing the policies and endorsements shall be submitted to the City prior to the
beginning of the work. No additional compensation shall be measured or paid for the insurance
described. All costs for insurance specified in Article 107.27 shall be included in the contract
and not measured or paid separately.
Qualifications:
The Contractor shall complete the attached Statement of Qualifications Form. Contractors shall
address each of the requirements below.
MINIMUM EQUIPMENT REQUIREMENTS – Work must be accomplished using heavy duty,
wheeled or tracked vehicles with rotary grinding, FECON-style grinding heads. (**NOTE – the
brand name FECON is used for comparison purposes only).
Equipment used must have a minimum horsepower rating of 300 horsepower. Contract
administrator reserves the right to determine acceptability of proposed equipment to be used.
