INVITATION FOR BIDS
FOR
CARMELITOS KITCHEN REHABILITATION PROJECT PHASE IV
IFB NO. LACDA24-123

Notice is hereby given that uploaded bids to our website at www.lacda.org will be received and publicly opened by the Los Angeles County Development Authority (LACDA) until Thursday, December 26, 2024, at 2:00 p.m. for the Carmelitos Kitchen Rehabilitation Project Phase IV construction project of 100 units located at 1000 E. Via Wanda, Long Beach, CA 90805. This will include furnishing all labor, material and equipment, and performing all work necessary and incidental in accordance with the Statement of Work (SOW) and contract documents. The LACDA intends to award a one-year contract with no contract extensions. Bidders shall guarantee their bid for a minimum of 240 days.

The scope of work for this project includes: The refurbishment of kitchens in 100 units including removal of existing kitchen cabinets and countertops; provide and install new kitchen cabinets and solid surface countertops; replacement of range hoods, switches and receptacles; replacement of sinks, plumbing and light fixtures, and appliances, install new VCT and cove base in the kitchens, patch and paint the kitchens. Install new shelving in pantry closets. Remove and replace door and hardware for pantry closet for floorplan type E2.

An Invitation for Bids (IFB) package containing all submission requirements may be downloaded from the LACDA’s website at www.lacda.org, scroll to and click on “Vendors,” click on “View Open Solicitations,” and under the “Title” column, select the solicitation of interest and then click on “Download Documents Below” and follow the instructions. For assistance with downloading bid documents, please contact Jackie Reyes at (626) 586-1789.

Bidders shall upload their bid and all required forms and documentation by the due date and time stated herein, and it shall be uploaded in a Portable Document File (PDF) (No LACDA24-123) with the electronic file name, “[BIDDER’S NAME] - Bid for Carmelitos Kitchen Rehabilitation Project Phase IV”.
The Bids shall be uploaded on the LACDA’s website at www.lacda.org, under “Vendors,” and click on “Learn More”, and then under “View Open Solicitations,” click “Learn More.” Next, select the solicitation, “Carmelitos Kitchen Rehabilitation Project Phase IV” and click “Upload Proposals,” and follow the registration to upload the Bid and other documents. Once uploaded, the Bidder shall email Jackie Reyes at Jackie.Reyes@lacda.org to confirm the upload of the Bid.
All bids shall be labeled “Bid for Camelitos Kitchen Rehabilitation Project Phase IV Services IFB No. LACDA24-123, Thursday, December 26, 2024.”Any Bidder who wishes his/her bid to be considered is responsible for making certain that it is received by the LACDA at the stated date and time. No oral, mailed, emailed, facsimile, or telephonic bids or modifications will be considered unless specified. Bids received after the scheduled deadline will not be considered. Bidders, who, upon request, receive the Invitation for Bids package and do not wish to submit a bid should reply with a letter of “No Bid” by the submission due date.
All bids submitted by the submission deadline shall be opened and announced with witnesses from the LACDA staff in a conference call via a Microsoft Teams meeting on Thursday, December 26, 2024, promptly at 3:00 p.m. Bidders may attend the Publicly Bid Opening Meeting via Microsoft Teams by emailing Jackie Reyes at Jackie.Reyes@lacda.org no later than Thursday, December 26, 2024, at 10:00 a.m. for Microsoft Teams invitation and instructions.

This is a HUD Section 3 Contract and all Bidders must commit to achieving established requirements, including benchmarks, for Section 3 workers and Targeted Section 3 workers to be considered a responsive bidder and eligible for a contract award. This is a federal assisted service contract and Federal labor standards, including Davis- Bacon and related acts, will be enforced.

In submitting a bid, each Bidder thereby agrees that, if awarded a contract, it shall execute a standard LACDA Contract, a sample of which is attached to the IFB package for reference. The LACDA shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard LACDA Contract.

The LACDA reserves the right to reject any and all bids. This IFB is not a contract or commitment of any kind. The LACDA is not liable for costs incurred in the preparation of the respondent’s bid. It reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the LACDA reserves the right in its sole discretion to waive minor technical deficiencies in the Bids. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the LACDA to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.

CONTRACT REQUIREMENTS:
•        Insurances (Please refer to the Sample LACDA Contract for required values and additional requirements.)
?        General Liability Insurance with Additional Insured Endorsement. Shall include Completed Operations and be on a primary and non-contributory basis.
?        Automobile Liability Insurance, coverage shall include owned, hired, non-owned, OR any auto.
?        Workers’ Compensation Liability Insurance shall be Statutory and include Employer’s Liability, and a waiver of subrogation.
?        Crime Coverage, must name LACDA as Loss Payee or provide copy of Client Coverage Endorsement. Covers Third Party Theft and Employee theft/forgery.
?        Pollution Liability, must include additional insured endorsement.
?        Builders Risk covers the replacement value bases, cover entire value of construction project including LACDA furnished materials/equipment, against loss/damage until completion/acceptable by LACDA.
