1. Surface Preparation
The pavement surface shall be thoroughly cleaned using forced air equipment and brooming to
remove all loose debris, dirt, and dust.
All debris shall be removed from the site and properly disposed of.
Petroleum-stained areas shall be treated with a spot primer, such as SealMaster Petro Seal or
Prep Seal, to ensure proper adhesion of the sealer.
2. Crack Sealing
All cracks 3/8" wide and larger shall be cleaned using forced air equipment and brooming to
remove all spoils.
Cracks shall be sealed with a parking lot-grade hot rubberized sealant.
Each crack shall be banded (squeegeed) 3 inches wide to improve adhesion to the asphalt
surface.
In high-traffic areas, cracks shall be sanded as necessary to minimize potential tracking.
3. Sealcoating
Apply SealMaster coal tar sealer at a rate of 0.10 gallons per square yard.
The sealer mixture shall include 2 to 3 pounds of sand per gallon to enhance durability and
traction.
Alternative sealer brands may be used only with prior approval from the Owner. The contractor
must submit technical data sheets for any proposed substitute to demonstrate equivalency in
performance and composition.
4. Pavement Striping
The contractor shall re-stripe all pavement markings in accordance with the existing layout.
Striping shall be completed using a fast-drying, high-visibility yellow Acrylic water-based traffic
marking paint, applied per the manufacturer’s specifications.
Markings shall include, but are not limited to:
ADA-compliant markings
Crosswalks
Miscellaneous pavement markings as currently present
The contractor shall provide the technical data sheets for the selected paint material to the
Owner for review and approval prior to application.
Note: Contractor will need to maintain access to all public areas during the work, so work may need to
be completed in phases. Work shall be completed Monday – Thursday. Note that La Su An and Lavere
are closed to the public on Tuesday, Wednesday and Thursday after Memorial Day. For an overview of
the targeted area see figures below.
Prevailing Wage: This project is a prevailing wage project.
Contractor shall comply with the prevailing wage requirements described under R.C. Chapter 4115 that
include, without limitation, the requirements described under this section. If the Work is subject to
payment of prevailing wage rates, the Contractor shall: 1. Pay to laborers and mechanics performing the
Work the prevailing wage rates of the Project locality, as determined by the Ohio Department of
Commerce, Wage and Hour Bureau; 2. Post in a prominent place readily accessible by all workers on the
site, a legible listing of the current classifications of laborers, workers, and mechanics employed under
this Agreement; 3. Ensure that the rates posted are current and remain posted in legible condition
during the period of this Agreement; and not be entitled to an increase in compensation on account of
an increase in prevailing wage rates, except as otherwise provided by applicable law. The Contractor
may access the Ohio Department of Commerce, Wage & Hour Bureau at its website,
https://wagehour.com.ohio.gov/w3/webwh.nsf/wrlogin/?openform, to obtain the current wage rates.

Delivery Date: By June 30, 2026
Evaluation. The contract will be awarded to the lowest responsive and responsible bidder as
determined by the State.
Contract Award. The contract will be awarded to the lowest responsive and responsible bidder by low
lot total. Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the
bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items
may result in the bidder being deemed not responsive.
