NOTICE IS HEREBY GIVEN THAT:
The City of Ada, Oklahoma and its agencies/authorities herein called (BUYER) will receive SEALED
BIDS as listed above at which time said bids will be opened and read aloud.
GENERAL CONDITIONS
01. Bidders must complete and submit bid on the provided bid documents. Duplication of bid
documents is authorized.
02. Bids must be submitted in a sealed envelope clearly marked "SEALED BID" and bear the bid
number, item, and bidder's name. Bids improperly marked, submitted, and/or received after the
bid opening may be rejected unless lateness is due to other than the bidder's fault -- such as mail
or delivery errors. FAX bids are not acceptable.
03. The BUYER is an Equal Opportunity Employer and purchases only from those that comply with
applicable Equal Opportunity Provisions. Non-compliance will result in rejection of bids and/or
breach of contract.
04. The bid amount must be FOB -- Ada, OK and exclude all taxes.
05. Unless so stated, bids will be evaluated by Life Cycle Cost and will be awarded on a "Best Buy"
basis as determined by the BUYER.
06. Offer Period - 30 days after the bid opening unless so stated. Formal acceptance will be by
receipt of a valid purchase order issued by the BUYER within the offer period.
07. PAYMENT -- Full payment will be made approximately 3 weeks AFTER receipt and acceptance of
the goods/services and required documents.
08. The BUYER reserves the right to negotiate changes/alterations/quantities to the base bid with the
low bidder.
09. The BUYER reserves the right to waive any informality in the bidding process and/or reject all bids.
10. Mistakes, Errors, Bid Withdrawal, or Adjustments.
A. Prior to bid opening, bidders may withdraw or alter their bids or submit adjustments or
attachments provided the total bid amount is not revealed and it does not provide an unfair
advantage to the bidder.
B. After bid opening, only corrections of obvious errors will be accepted.

This is a formal bid proposal submitted by the bidder to the City of Ada, Oklahoma and its
agencies/authorities herein called (BUYER), as a legal offer. When properly accepted by an
authorized agent of the BUYER, it shall constitute a firm and binding contract between these
two parties in accordance to the conditions and specifications stated and/or implied within the
bid documents.
PURPOSE:
This bid is intended to provide FIXED prices for various types of MINERAL
AGGREGATE for a period commencing January 1, 2026, and ending on June 30, 2026,
or at which time the next 6 month contract is awarded and approved by council.
The quantities listed are the estimated needs of the BUYER for the contract period. However,
the BUYER reserves the right to purchase any or all the amounts specified below.
GENERAL SPECIFICATIONS:
1. Contract Period: Commencing after approval at the City Council Meeting beginning
July 1, 2026 and ending on December 31, 2026, or at which time the next 6 month
contract is awarded and approved by council.
2. MINERAL AGGREGATES will be purchased from the supplier that offers the "BEST
BUY" for the BUYER considering products, and service.
3. The BUYER reserves the right to purchase stone from other suppliers when considered
in the best interest of the BUYER if delivery cannot be provided as requested; in the
event the primary supplier(s) cannot provide the required product or service.

AGGREGATE FILL CLASSIFICATIONS
PART 1 GENERAL
1.1 SCOPE
A. WORK INCLUDED: This section of the specifications describes the various
classes of Aggregate Fill used by the City of Ada. This specification section does
not include installation.
B. This specification covers the materials, classification, proportioning, and testing
of mineral aggregates used for various purposes. Only material conforming to
the following specifications shall be considered for the bi-annual bidding that the
City of Ada (City) conducts. The successful bidder shall make available and
provide any control test results for these specifications and supply them to the
City of Ada upon request.
1. The aggregate base course material shall consist of an intimate mixture of
graded aggregate, coarse and fine, and shall be practically free from
vegetation or other deleterious substances. Coarse aggregate (material
retained on a No. 10 (2.00mm) sieve) shall consist of sound, tough, durable
particles or fragments of gravel, stone, mine chats, disintegrated granite,
crushed concrete, or a combination thereof. Fine aggregate shall be sand,
stone dust, or other inert, finely-divided mineral matter.
a. At least 40 percent of that portion of the completed mixture retained on
the No. 4 (4.75 mm) sieve shall be composed of uniformly graded
crushed particles (pieces of aggregate with one or more fractured faces
resulting from artificial crushing).
2. The coarse aggregate retained on the 3/8 inch (9.5 mm) sieve of the finished
mixture shall have a percent of wear. Los Angeles Abrasion Test, of not more
than 45. No source of material used in the blend shall have a percent of wear
of more than 45. The aggregate shall have an aggregate durability index of
40 or more.
1.2 QUALITY ASSURANCE
A. CLASSIFICATION TESTING
1. MANUFACTURER/SUPPLIER TESTING:
a. Manufacturer/Supplier shall provide certification that aggregate
material meets gradation requirements identified herein.

b. Submit the test results to the City Engineer, and obtain approval prior
to providing Aggregate Fill.
2. OWNER TESTING: The Owner shall arrange and pay for additional
testing on the Aggregate Fill after delivery to the project site as
determined necessary by the City Engineer. Should the material tested
not meet the classification for material hauled by the
manufacturer/supplier, the City reserves the right to reject the material
until it meets the gradation requirements set forth herein.
3. For materials picked up by the City, the manufacturer/supplier shall
provide a sieve analysis for the batch and/or load(s) being provided to
the City of Ada.
B. CONTAMINATION CERTIFICATION
1. Obtain a written, notarized certification from the Supplier of each
proposed Aggregate Fill source stating that to the best of the Supplier's
knowledge and belief there has never been contamination of the source
with hazardous or toxic materials.
2. Submit these certifications to the City Engineer prior to proceeding to
furnish Aggregate Fill to the site. The lack of such certification on a
potential Aggregate Fill source shall be cause for rejection of that source.
1.3 STANDARDS
A. Aggregate Fill shall be classified into the appropriate class listed below
according to ASTM testing procedures as specified for the various
classes.

2. TYPE A AGGREGATE BASE: The graded aggregate, when uniformly
blended and sampled from trucks or windrows, shall conform to the
following requirements depending on the type being used. Materials for
base courses which contain oversize particles of rock, gravel, lumps of

clay, or conglomerated material shall not be loaded into vehicles for
delivery to the road. Such oversize particles of aggregate must be
screened, crushed, or otherwise processed to meet the Specifications
before delivery to the road. The samples taken from trucks or windrows
after the graded aggregate has been uniformly blended shall conform to
the gradation limits for the type being constructed, as follows:

3. COARSE AGGREGATE FILL:
a. General Requirements: Coarse aggregate shall be a gravel or
crushed stone which shall conform to the requirements of AASHTO M
80, Class A, except as modified by these Specifications. Coarse

aggregate shall produce Class A concrete with a durability factor of 50
or more. The durability factor will be determined after 350 cycles of
alternate freezing and thawing in accordance with AASHTO T 161,
Procedure A. The Los Angeles Abrasion percent wear shall be limited
to a maximum of 40 percent after 500 revolutions when tested in
accordance with AASHTO T 96. The sodium sulfate soundness
requirement shall not apply.
b. Gradation: Consist of clean, tough, durable particles, practically free
from clay, shale, coatings of any character, disintegrated or soft
pieces, conglomerates, mud balls, sticks, salt, alkali, or vegetable
matter. The coarse aggregate shall be well graded complying with
ASTM D448, size number 67 within the limits of the following
gradation:
