REQUEST FOR PROPOSALS

The City of Moss Point seeks written proposals from qualified companies for the Operations and Maintenance of the Public Works Department. It is anticipated that the selected operator will enter into a five (5) year agreement with the City.

The Request for Proposal package may be obtained at www.cityofmosspointbids.com . A valid e-mail address is required to log-in or register for the site. The purchase of the package is non-refundable and must be purchased through the website. A competitive sealed proposal process will be used to select an operator. An evaluation committee will review and score each proposal based on the criteria below. The criteria are not weighed equally.

Price will be a 35% factor in the selection of an operator. A written contract will be awarded to the individual/firm whose proposal is determined by the committee to be the most practicable and advantageous to the City.

Proposers may tour the Moss Point Public Works Department to view vehicles, equipment and city infrastructure, please contact the City Clerk’s office to schedule an appointment.

Interested companies shall submit seven (7) sealed copies of the completed proposal and one (1) electronic copy on flash drive to the City. Proposals shall be marked “Request for Proposals – Operations and Maintenance of Public Works” and delivered to City Hall - City Clerk’s Office, 4320 McInnis Avenue, Moss Point, MS 39563. Bids submitted by e-mail or fax will not be accepted. All submissions must be received no later than 3:00 P.M. CST on Tuesday, August 12, 2025. Proposals may be submitted electronically at www.cityofmosspointbids.com . The delivery date and time will be recorded upon receipt. Any proposal received after the deadline will be returned unopened.

If bids are submitted electronically, the same requirements for submitting sealed bids shall apply. Electronically submitted bids shall include a document with the first page stating the same language required on the face of the sealed envelope.

Questions regarding this procurement shall be submitted in writing to the City Clerk at tricia.thigpen@cityofmosspoint.org . Questions must be submitted by 5:00 P.M CST Friday, August 1, 2025. The City of Moss Point will provide a list of questions and answers to all proposers a minimum of three (3) days prior to the submittal deadline.
