Project Description: Jackson Township (Owner) is requesting Bids for the construction of the following Project:
Concession & ADA Restroom Facility & Fishing Pier 23-001.
Bids for the construction of the Project will be received by Jackson Township, online via PennBid, until January 21, 2025 at 2:00pm local time.
Separate Bids will be received for the following Contracts:

23-001A GENERAL CONSTRUCTION: This project involves a new concession area with covered seating and ADA men & women toilet rooms with a small mechanical room. Alternate bids for the construction of a Fishing Pier are part of this project. Sitework will entail site clearing, E&S controls, site grading, additional sidewalk areas, ADA curb ramp, utility services within five (5) feet of building, stormwater conveyance, and site restoration. The General Contractor will be responsible for General Construction, General Sitework, and coordination of the HVAC, Plumbing and Electrical prime contracts.
23-001B HVAC CONSTRUCTION: HVAC Contractor shall furnish and install a complete floor heating system, toilet room exhausts, kitchen hoods, and associated controls. Each system shall be complete with controls, piping, ductwork and shall function per specifications. These systems shall also be complete with controls and all components necessary to function properly. Drawings refer to Mechanical Contractor, this is equivalent to HVAC Contractor.
23-001C PLUMBING CONSTRUCTION: Plumbing Contractor shall furnish and install all plumbing fixtures, water heater and water service entrance, downspouts and grease trap. New water services from the street or right-of-way shall be included. Sanitary and storm piping shall be extended to the nearest municipal collection point.
23-001D ELECTRICAL CONSTRUCTION: Electrical Contractor shall furnish and install a new electric service, interior and exterior lighting, and all power. The electrical system will include lighting and power for the facility and equipment.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
Instructions to Bidders.
Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%.
All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable.

Statutory Requirements.
Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project, and will be required to submit an executed non-collusion affidavit with the bid.
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972.
This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award.
The estimated cost for each Contract or this project is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply.
All bids shall be irrevocable for 60 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142)].
Jackson Township reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Jackson Township, and to reject any or all proposals.
