The purpose of this solicitation is to receive competitive proposals in order to acquire supplies, services or equipment which complies with the enclosed description and/or specifications and conditions for Richland School District Two for the following project: Facilities Study Consultant Services Re-Bid , 25-2613 .
Project Description: Richland School District Two is inviting proposals from qualified firms to conduct a thorough facilities needs assessment.
Richland School District Two, located in northeast Richland County, South Carolina, covering an area of one hundred sixty-two (162) square miles, continues to see an increase in residential growth. The population of Richland County grew from 140,912 in 2010 to 148,694 in 2015, an increase of 7,782 residents (representing a growth rate of 5.5%). The 2020 Census has indicated an increase in population, and there are multiple residential developments currently proposed or under construction within the district’s boundary. From the 2018-2019 school year to the 2024-2025 school year, the District’s enrollment rose from 28,312 to 28,886 students, an increase of 574 students representing a growth rate of slightly over 2% over this period.
Forty-one (41) schools are managed by the district, including twenty (20) elementary schools, seven (7) middle schools, five (5) high schools, four (4) elementary magnet centers, one (1) child development center, one (1) alternative school, one (1) adult education center, one (1) virtual school program and the Richland Two Institute of Innovation (R2i2). Richland Two serves over twenty-eight thousand (28,000) students and has 4,425 employees.
The District Office (DO) at R2i2 serves as the administrative hub for the district. A nearby Support Services Center (SSC) is the base of operations for many of the district’s support personnel. Finally, three (3) transportation hubs support South Carolina Department of Education (SCDE) and District-owned buses.
The Operations Department is responsible for: developing forecasts, reports, and recommendations that support the District’s short- and long-range planning goals, maintaining school attendance boundaries and facilitating rezoning decisions, allocating resources to schools to support 21st century learning, managing GIS data and the GIS program, monitoring enrollment and demographics to make projections and analyze scenarios, and manage all land-planning efforts, to include purchasing & selling transactions, acquisitions, and future land-use. The Department also awards and manages contracts for new construction and maintenance of its facilities.
