INTRODUCTION
The Town of Hartford Water Department is requesting sealed bids for the purchase of a 4x4 single rear
wheel, EV/Hybrid/Gas truck. Availability of desired truck will be taken into account when accepting a
bid. Due to supply and demand issues, the span has widened to multiple size vehicles. Please provide a
bid, if possible, for a truck(s) in each of the categories (EV/Hybrid/Gas). Vendors may send in multiple
bids depending on the availability of vehicles.
TRADE IN VEHICLE
The Town of Hartford Water Department will be trading in a 2015 Ford F-150 4x4 with 80,095 miles on
the odometer as of 4/30/2026. This vehicle is currently being used with a valid inspection sticker.
PURCHASE ITEM
A compact or ½ ton EV/Hybrid/Gas vehicle that meets the following requirements.
• Color of the cab is preferred yellow, but white is acceptable. If possible, please provide a price
option for yellow or white
• Power windows
• Reverse camera
• Magnum headache rack with light package to include backup light, 2 strobe lights, front and rear
strobe lights. If EV, provide secondary battery for extended idling/strobe use.
• Running boards
• 120 volt power inverter with outlet in cab or somewhere on truck
• Bluetooth capable
• Towing package and tow mirrors
• Extended range for EV vehicles – Provide expected range
• Extended warranty options listed after the final price with current warranty included in bid
GENERAL
1) Product bid under this proposal shall be new or a new standard production model of the latest
design and in current production.
2) Bidders shall supply latest printed specifications, literature and warranty information on
equipment proposed in their bid.
3) All accessories and features, both standard and as noted in these specifications, shall be
furnished, installed and operational upon delivery.
4) Vehicle shall be completely Vermont inspected and serviced by vendor prior to delivery.
5) Vendor shall supply a repair and service manual parts manual, operator’s manual and
accessories manual.
6) The manufacturer’s standard warranty is to be furnished with the new vehicle.
7) Price to include complete assembly and delivery to the Town of Hartford. Please include with
your proposal a description of vendor and product manufacture warrantees.
PRODUCT SELECTION & EVALUATION CRITIA
The Town reserves the right to:
1. accept or reject any or all Bids in whole or in part and to accept other than the lowest price
proposal;
2. amend, modify, or withdraw this Request for Bids;
3. require supplemental statements or information from bidders;
4. extend the deadline for responses from bidders;
5. waive or correct any irregularities in Bids received;
6. negotiate separately with one or more competing bidders;
7. award the bid deemed in the best interest of the Town;
8. all bids upon submission become the property of the Town.

GENERAL INFORMATION
Proposals shall be submitted in a sealed envelope with the vendors name, address and phone number.
Proposals received after May 21st, 2026, shall not be accepted. Proposal packages are to be delivered to:
