This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 in conjunction with Part 13 of Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C10G25Q0059.

This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2025-03, effective January 17, 2025, and the Veterans Affairs Acquisition Regulations (VAAR).

This Solicitation is being conducted as a 100% Service-Disabled Veteran Owned Small Business Set-aside.

The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has a requirement to purchase Powered Air-purifying Respirators to deliver patient care at its VA Medical Centers around the country. All respirators shall meet the requirements of ATTACHMENT I_PRODUCT DESCRIPTION_PAPR.

A single Requirements contract will be awarded IAW FAR 52.211-6 Brand Name or Equal in accordance with all terms, conditions, provisions, specifications, and schedule of this solicitation herein.

The North American Industrial Classification System (NAICS) Code is 339113 Surgical Appliance and Supplies Manufacturing and the business size standard is 800 employees.

The ordering period shall be for one 12-month base period with four 12-month option periods. Delivery is FOB destination. Firm-Fixed Price Orders will be placed against this contract in writing and will provide the delivery locations, delivery dates and exact quantities. Â

All questions shall be submitted using the template provided as ATTACHMENT H_TEMPLATE FOR INDUSTRY QUESTIONS_PAPR on or before the date and time indicated on ATTACHMENT D_ PROVISIONS AND INSTRUCTIONS_PAPR. Only written questions will be accepted. Any questions received after the due date may not be answered.

Quotes shall be submitted on or before the date and time indicated within the announcement (SAM.gov Contract Opportunities). Quotes received after the due date and time will be late and may not be considered for award.

NOTICE: The Small Business Administration has granted an individual nonmanufacturer rule waiver for this requirement.
