Scope of Work:



The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB), East Campus Integrated Program Office (ECIPO) requests letters of interest from POTENTIAL PRIME CONSTRUCTION CONTRACTORS concerning the potential project described below. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Responses to this Request for Information announcement will be used by the Government to make appropriate acquisition decisions.



This project will be located at Fort George G. Meade, Maryland. In accordance with DFARS 236.204 – Disclosure of the magnitudes of construction projects, the magnitude of this project is between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) code for this acquisition is 237310 – Highway, Street, and Bridge Construction.



The solicitation process entails first prequalifying firms based on approval of the firm’s Statement of Affiliation (SOA) which will include compliance with DFARS 252.209-7002, Disclosure of Ownership or Control by a Foreign Government. A single fixed-firm-price contract will be awarded.





Project Description:



Per the project Statement of Work (SOW), Venona Road, located at Fort George G. Meade, Maryland, will be upgraded to a four-lane roadway, extending eastward and northward from the intersection of O’Brien Road, Samford Road, and Venona Road to south of Ultra Avenue. The new lanes will be south and east of the existing alignment, and feature a grassy median with access lanes.



Project elements: Addition of two lanes to Venona Road, retention walls (based on site conditions and space); drop-arm vehicle barriers near Venona Road; an automated emergency access gate from Taylor Avenue to Venona Road; a pedestrian sally port; security pull-outs and fence access roads; and trailers in the former golf clubhouse parking lot for the ECIPO.



The SOW includes security features for the Taylor Avenue gate, integration with the Perimeter Security Anti-Terrorism (PSAT) fence (including M50 P1 Certified Cable Barrier), and road realignment on Taylor Avenue. Supporting infrastructure will be constructed for site circulation, stormwater management, security, lighting, and landscaping, integrating with the East Campus.



Improvements include installing new or expanded utility services and distribution systems. Site preparation covers clearing, grubbing, cut and fill, grading, and erosion/sediment control.



Construction will maintain traffic flow. The prime contractor or joint venture partners must have experience managing road projects and developing/implementing Maintenance of Traffic (MOT) plans.



The project requires coordination with stakeholders/utilities (including Baltimore Gas and Electric) and obtaining necessary construction permits/approvals. The contractor will implement erosion/sediment control measures (e.g., silt fencing, sediment basins, temporary seeding) and ensure proper waste disposal per regulations.



The project scope includes base tasks and options.



This is anticipated to be a 100% Small Business Set-Aside. Small Businesses must be able to comply with FAR 52.219-14 Limitations on Subcontracting.

  3. NAB is considering the most appropriate acquisition strategy for the solicitation. Please provide feedback on basing the selection of the contractor for this project on the lowest price, technically acceptable (LPTA) and award the contract on firm fixed price basis.
