Project Title: Guam Construction Security Monitoring (CSM) Supporting Construction Services and Equipment Contract

The U.S. Army Corps of Engineers, Baltimore District (NAB) is providing a PRE-SOLICITATION notice pursuant to FAR 5.204 for an upcoming solicitation. This Sources Sought Notice is issued as a means of conducting market research to identify parties having an interest in and the resources to support the requirement. The responses to this Notice will be used for planning purpose. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the Government to contract for any supply or service.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice.
The Government intends to issue a solicitation using FAR Part 12 Commercial Item procedures and utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection process and award a Firm-Fixed-Price (FFP) contract as a result of the solicitation.
PROJECT DESCRIPTION:
This contract shall provide a complete Construction Site Security Monitoring (CSSM) services for the P-693 Guam Defense System Site 14 (GDS P-693) Secure Facility project. The CSSM contractor shall include all aspects of physical, personnel, technical, and procedural security as required for a supported secure project to fully comply with Intelligence Community Directive (ICD) 705 and the Construction Security Plan (CSP) to ensure successful accreditation of the secure facility. The purpose of this requirement is to provide temporary construction security infrastructure, equipment, and services as well as construction security surveillance services in accordance with (IAW) the ICD705 and Department of Defense (DoD) policies The contract scope shall include construction security program management, administrative, construction surveillance operations, to include demobilization and closeout.

Interested parties are required to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch in one (1) .pdf file, double sided pages will count as two (2) separate pages.
