Question Email 1)
To determine whether we can submit a compliant bid, could you also clarify:
1. Must the prime bidder hold a motor-vehicle dealer license, or may an out-of-state prime reseller arrange
supply, title transfer and delivery through a properly licensed truck dealer? Please identify required licenses,
dealer authorization/documentation and any Florida business registration requirements.
You will need to provide proof of an authorized dealer license and tax exemption form.
2. Does this equipment purchase require bid security, performance/payment bonds, active SAM registration, a
UEI or CAGE code? Are there grant-funded requirements beyond the published notice and County policy?
There are no requirements beyond the published notice and county policy. This purchase is not grant-
funded.
3. Please confirm whether all listed specifications are minimums and identify any acceptable equivalents,
particularly the 44,000-lb rear camelback suspension, 65,000-lb cable hoist and "425 flotation" front tires.
Are there required hoist/container dimensions or compatible container sizes?
On the bid transmittal sheet, it specifies that the truck's specifications 'meet or exceed' the requirement.
4. Are there mileage/engine-hour limits, a minimum remaining service life, warranty requirements, restrictions
on repaired/salvage titles, or required maintenance records and vehicle photographs?
All mileage will be considered, no salvage title, available maintenance records should be included and vehicle
photographs are required. The Invitation to bid advertisement reads: The bid transmittal form along with any

available specifications and dealer documentation must be submitted as part of the sealed bid. Make, Model,
Mileage, all typical dealer specifications and documentation.
5. Who performs the DOT inspection, when is it required, and must the documentation accompany the bid? Is
any additional pre-award or acceptance inspection required?
The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject
any or all bids, and to accept the bid that in their judgment will be in the best interest of Franklin County. All
bids shall remain firm for a period of thirty days after the opening. The truck must pass a DOT inspection if
one is ordered by the buyer. Franklin County will also have an in-house mechanic review and approve the
condition of the vehicle before acceptance.
6. What delivery address and deadline apply, and must the bid price include transport, inspection,
title/registration, dealer fees and every other charge? Please identify any County tax-exemption
documentation.
The bid price must include transport if over 100 miles from the Franklin County Landfill located at 210
Highway 65, Eastpoint, FL 32328. Bid price must include title/registration, dealer fees and every other
applicable charge. Franklin County is sales tax exempt.
7. What are payment timing and acceptance terms? Must the specific vehicle remain reserved throughout the
30 days after the November 4 opening, and are substitutions permitted only with County approval?
The vehicle listed on the bid must remain reserved until the county issues the notice of award at the following
meeting on November 18th. If a bid is chosen/awarded, the subject vehicle in the awarded bid must remain
reserved for up to the 30 days after the bid opening. Once bids are reviewed and one is selected for award and
approval, the county will proceed with purchase and payment. Delivery of the vehicle will also need to occur
within the 30-day period after the original bid opening.
Question Email 2)
1. Hoist capacity (Item 6 - 65K lb cable hoist). The industry-standard rating for a tandem-axle Class 8 roll-off cable hoist
is 60,000 lbs, and that is what the major hoist manufacturers build for this class of truck. The unit we plan to offer
has a Galbreath 60,000 lb cable hoist. Will the County accept a 60,000 lb cable hoist as meeting this requirement?
On the bid transmittal sheet, it specifies that the truck's specifications 'meet or exceed' the requirements.
2. Engine (Item 3 - 425 HP). The unit we plan to offer has a Mack MP8 engine rated at 415 HP. Torque is what matters
for pulling and loading a roll-off. Mack's published factory data shows the MP8 415 HP rating (MP8-415C) produces
1,660 lb-ft of peak torque, which is 100 lb-ft more than Mack's 425 HP rating (MP8-425M, 1,560 lb-ft). Will the
County accept a 415 HP engine with 1,660 lb-ft of torque as meeting or exceeding this requirement?
On the bid transmittal sheet, it specifies that the truck's specifications 'meet or exceed' the requirements.
3. Rear suspension (Item 5 - 44K lb camelback). Is the camelback suspension style an absolute requirement? Or would
the County consider other heavy-duty tandem rear suspensions of equal or greater capacity, such as a 46,000 lb
Volvo T-Ride?
On the bid transmittal sheet, it specifies that the truck's specifications 'meet or exceed' the requirements.

4. Model year (Item 1 - 2019 to current). Since this truck will be used at the landfill, would the County consider older
model years?
On the bid transmittal sheet, it specifies that the truck's specifications 'meet or exceed' the requirements.
