Description

The United States Coast Guard (USCG) intends to solicit and negotiate a sole source contract with Accreditation Association for Ambulatory Health Care (AAAHC) to provide USCG Ambulatory Clinic Accreditation Services.



This action is being conducted under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) and (B) (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).



The USCG currently utilizes AAAHC’s proprietary standards and accreditation services at its USCG ambulatory clinics. Consistent application of these healthcare standards and services supports the USCG’s requirement for continuity of care for USCG beneficiaries. The Government has determined that AAAHC is the only source recognized by the Centers for Medicare & Medicaid Services (CMS) capable of providing these highly specialized accreditation services without substantial duplication of cost to the Government that is not expected to be recovered through competition. Utilizing an alternate source would result in unacceptable delays in fulfilling the USCG’s requirement for continuous, accredited ambulatory clinic services.



This announcement constitutes the only notice of this intent. A formal solicitation will not be issued. However, all responsible sources may submit a capability statement demonstrating their ability to meet the USCG's requirements. Any capability statements received will be considered for the purpose of determining to cancel this action and conduct a competitive procurement.



The North American Industry Classification System (NAICS) code for this acquisition is 813920 (Professional Organizations), with a small business size standard of $24 million.



Interested parties may submit capability statements electronically to jessica.a.griffin@uscg.mil no later than June 19, 2025, at 12:00pm EST. Capability statements should clearly and concisely demonstrate the offeror's technical qualifications, experience, and ability to provide ambulatory clinic accreditation services that meet or exceed AAAHC's standards and are recognized by CMS.
