ITEM DESCRIPTION- The Government has a requirement for supplies/services to support the standup of a repair depot facility at Naval Surface Warfare Center (NSWC Crane) for the Radion Frequency Blanking Unit (RFBU) and its variants and derivative systems. Additionally, this procurement may support supply/service requirements for the Logistics Product Data (LPD) for the RFBU and Fleet Support Team (FST) efforts for the RFBU and the Electronic Attack Unit (EAU) and its variants and derivative systems as well as nay interim spares needed by the fleet prior to establishment of a NAVCIP contractual vehicle.
The Government intends to solicit and negotiate with one source Mnemonics Inc. 3900 Dow Road, Suite J, Melbourne, FL 32934-9255 under the authority of FAR 6.302-1(a)(2)(ii). This is being sole sourced because only one source will satisfy the requirement. Mnemonics Inc is the sole source manufacturer of the Electronic Attack Unit. The OEM has the system software and hardware, technical knowledge gained in design, development and manufacturing phases. The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source.
The applicable NAICS code for this requirement is 334511. The Product Service Code (PSC) is 5865 – Electronic Countermeasures, Counter-Countermeasures and Quick Reaction Capability Equipment.
Request for proposal will not be made available through https://www. sam.gov. No formal request for proposal will be issued. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 4th Quarter, FY25. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
