Summary

The City of Newport News (the “City”) is seeking bids from qualified firms (the “Bidder” or “Contractor”) to furnish the goods and/or services described herein and bids will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Tuesday, February 17, 2026 at 3:00 pm (local prevailing time).

The purpose of this Invitation for Bids (IFB) is to solicit bids from qualified Contractors for the furnishing/provision and installation of Purge and Trap Concentrator and an Autosampler with Chiller system, to the City's Waterworks Department, in accordance with the specifications of this IFB.



Background

The laboratory has been utilizing 15-year-old EST Analytical P/T system and Autosampler for the analysis of trihalomethanes for compliance and process control. The availability of annual service contracts and repair parts for these old instruments is limited. Replacement of existing instruments is deemed necessary for the continued ability of the laboratory to analyze for trihalomethanes by EPA Method 524.3.
