Project Description: Swatara Township will be accepting bids for Bishop Park – Phase 1, at Highland Street near Eisenhower Blvd in Swatara Township, PA.
The project includes but is not limited to the following items. Grubbing and stripping, demolition / removal of concrete slabs. Grading, erosion and sediment control, stormwater management infrastructure, asphalt drive and walking paths, asphalt and porous asphalt parking lots, cast-in-place concrete (for walkways, shade structure, pickleball courts, and retaining wall), and concrete curbing and ADA curb-cuts. Installation of site amenities including: playground with engineered safety surface, pickleball court, color coating and line painting, site lighting, fencing & gates, other site furnishings, and signage. Landscaping to include installation of trees, and seeding lawn areas, meadows and stormwater basins.
One (1) contract shall be awarded for all site work, however alternates will be added or base items deleted to meet budgetary requirements.
Sealed bids will be received electronically via the PennBid Program until 2:00 p.m. prevailing time, June 19, 2025 by Swatara Township. Bid results will be opened and displayed publicly via the PennBid Program shortly thereafter.
A Pre-Bid Conference will be held at the Swatara Township Municipal Building (599 Eisenhower Blvd, Harrisburg, PA 17111) on June 5, 2025, at 10:00 am prevailing time. While not required, it is highly recommended that all contractors attend the Pre-Bid Conference in order to view existing site conditions. It is expected that all contractors submitting bids will be familiar with the project site so that no unexpected site conditions arise.
The Contract Documents are available at no cost via PennBid (www.pennbid.net).
Notice to proceed is anticipated to be issued on or before July 3, 2025, with work on site anticipated to begin on or about July 10, 2025. The stipulated completion of all work under this contract is within 280 calendar days.
Bid security in an amount equal to not less than ten percent (10%) of the total bid is required with each bid submitted in the form of a certified check, cashier’s check or treasurer’s check, an irrevocable letter of credit drawn on a bank acceptable to the Owner or a bid bond with sufficient surety approved by the Owner. The bidder awarded the Contract (hereinafter “Contractor”) shall furnish a performance bond and a separate labor and materials bond, each of which shall be equal to one hundred percent (100%) and a maintenance bond which shall be equal to fifty percent (50%) of the contract price and shall cover a period of one year following substantial completion, as security for the faithful performance and maintenance of work done under this contract and as security for the payment of all persons performing labor under this contract and furnishing materials in connection with this contract. An irrevocable letter of credit in the aforementioned amount can be substituted for each of the bonds listed above. The bid securities submitted will be returned to all bidders when the bidder(s) awarded the contract(s) deliver(s) to the Owner the aforementioned documentation. Said security must be furnished within ten (10) days from the date of notification to the successful bidder(s) that he has been awarded the contract(s).
This project is subject to the Davis-Bacon Prevailing Wage Rates.
Swatara Township reserves the right to reject any or all bids or to waive any technical defects that are deemed to be in the best interest of the project. Award of the contract, if the contract is awarded, will be based upon the lowest responsible bid using the base bid plus or minus the alternate(s), if selected, to utilize all available funding.
