The Federal Highway Administration is a member of PIARC and is represented by delegates from the state departments of transportation (DoT) representatives. PIARC is the only world-wide intergovernmental road organization focusing on developing and promoting efficient tools for decision making on matters related to roads and road transportation.

PIARC established the Special Projects facility to support projects outside the rubric of the Strategic Plan. The goal is to enable the completion of small bodies of work in a relatively short timeframe, by outsourcing the production of high-level world-wide significant research. This gives the Association the ability to address critical issues identified by members quickly. The Association provides seed money to fund these projects. Member countries can provide supplemental contributions to expand the scope of the projects.

The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted.
