General Notice
The Parks, Recreation, and Cemetery Division of the City of Manchester is requesting Bids for
the following Project:
School Security Improvements - Fencing, Bollards & Gate Installation
Bid Number: 2600039
Time, Date, and Place for Receipt of Bids: Bids for the Project will be received at the
Department of Public Works located at 475 Valley Street, Manchester, NH 03103, until
Thursday, October 22, 2026, at 1:00 P.M. local time. At that time, the Bids received will be
publicly opened and read.
Description of Work: The City of Manchester is seeking to enter into a single contract with a
responsible Contractor that possess the ability to furnish all labor, materials, equipment,
supervision, transportation, disposal, permits, and incidentals necessary to complete security
improvements at designated Manchester School District facilities successfully under the terms
and conditions of the proposed contract.
The Project includes, but is not limited to the following Work:
* Installation of security fencing, pedestrian and vehicle gates, and safety bollards at
multiple school locations.
Schedule of Work and Budget:
* Year 1: Work at five (5) schools shall be completed no later than November 30, 2026.
Budget is not to exceed $53,690.00.
* Year 2: Work at fifteen (15) schools shall be completed no later than November 30,
2027. Budget is not to exceed $395,565.00.
Bid Basis: Unit Price
* Bidders must submit a Bid on a unit price basis for each item of Work listed in the unit
price section of the Bid Form.
* The "Bid Price" (sometimes referred to as the extended price) for each unit price Bid
item will be the product of the "Estimated Quantity", which Owner or its representative
has set forth in the Bid Form, for the item and the corresponding "Bid Unit Price"

offered by the Bidder. The total of all unit price Bid items will be the sum of these "Bid
Prices"; such total will be used by Owner for Bid comparison purposes.
* The Contract will be awarded based on the lowest responsive and responsible evaluated
unit-price bid, subject to the requirements of the Contract Documents and applicable
procurement requirements.
* For purposes of comparing bids, the City will apply each Contractor's submitted unit
prices to the estimated quantities identified in the Bid Form to establish an evaluated
bid amount.
* The evaluated bid amount is for bid comparison and award purposes only. It does not
establish a guaranteed contract expenditure or guaranteed quantity of work.
* Unit prices shall include all labor, materials, equipment, supervision, overhead, profit,
delivery, installation, excavation, foundations, fittings, hardware, disposal, restoration,
and incidental costs necessary to provide a complete installation.
Prequalification: All individuals, firms, partnerships, or corporations intending to bid must be
prequalified for the Project, per the City of Manchester's procurement code. Those Contractors
interested in bidding shall be required to submit their project-specific prequalification form at
least five (5) working days prior to the bid opening. Prequalification forms may be obtained at
the Office of the Department of Public Works (475 Valley Street) for $5.00 or downloaded for

Obtaining the Bidding Documents: Bidding Documents may be downloaded from the City of
Manchester's designated website:

The designated website will be updated periodically with addenda and other information
relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding
Documents will be offered only through the designated website. Neither Owner nor Engineer
will be responsible for Bidding Documents, including any addenda, obtained from sources other
than the designated website.
Prebid Conference: A pre-bid conference for the Project will be held on Thursday, October 8,
2026 at 11:00 A.M. at Department of Public Works located at 475 Valley St, Manchester, NH
03103. Attendance at the pre-bid conference is encouraged but not required.
Instructions to Bidders: For all further requirements regarding bid submittal, qualifications,
procedures, and contract award, refer to the Instructions to Bidders that are included in the
Bidding Documents.
Bid Security and Bonds: Each BID must be accompanied by a BID BOND or certified check in the
amount of $5,000.00. A Performance and Payment Bond, each in the amount of 100 percent of
the contract price ($449,255.00), is required of the successful bidder.
Federal Funded Requirements: The Project is funded by New Hampshire Department of
Education (NHDOE), a pass-through entity for Federal Education funds. The awarded Contractor

and its Subcontractors are subject to the following:
The minimum salaries and wages set forth in the Contract Documents must be paid on
this project (Davis-Bacon Wage Rates, Building Construction).
Ensure that employees and applicants for employment are not discriminated against
based on race, color, religion, sex, or national origin.
Comply with document retention and the reporting conditions outlined in the Contract
Documents.
To the greatest extent practicable and consistent with law, provide a preference for the
purchase, acquisition, or use of goods, products, or materials produced in the United
States (including but not limited to iron, aluminum, steel, cement, and other
manufactured products). The requirements of this section must be included in all
subawards, contracts, and purchase orders under Federal awards.
For purposes of this section: (1) "Produced in the United States" means, for iron
o
and steel products, that all manufacturing processes, from the initial melting
stage through the application of coatings, occurred in the United States. (2)
"Manufactured products" means items and construction materials composed in
whole or in part of non-ferrous metals such as aluminum; plastics and polymer-
based products such as polyvinyl chloride pipe; aggregates such as concrete;
glass, including optical fiber; and lumber.
Shall not be suspended, debarred, or otherwise excluded from receiving Federal funds.
The Issuer shall compare the names of its proposed awarded Contractor against the
searchable list in the federal "System For Award Management (SAM)" database, which
can be found at https://www.sam.gov/portal/public/SAM before awarding the contract.
The Awarded Contractor shall do the same of their proposed Subcontractors.

Instructions For Bids
DEFINED TERMS
The following meanings are attached to the defined words when used in this document:
A. "Bidder" The person, firm, or corporation submitting for this project, its specifications,
or any part thereof.
B. "Bid" The offer of a Bidder submitted on the prescribed form setting forth the prices for
the Work to be performed.
C. "City" City of Manchester, New Hampshire.
D. "Construction Materials" Those articles, materials, or supplies other than an item of
primarily iron or steel; a manufactured product; cement and cementitious materials;
aggregates such as stone, sand, or gravel; or aggregate binding agents or additives -
that are or consist primarily of: non-ferrous metals, plastic and polymer-based products,
glass, lumber, or drywall.
E. "Contractor" The person, firm, or corporation with whom the City contracts to carry out
the provisions of this request and the contract.
F. "Domestic Preferences" The recipient or subrecipient should, to the greatest extent
practicable and consistent with law, provide a preference for the purchase, acquisition,
or use of goods, products, or materials produced in the United States (including but not
limited to iron, aluminum, steel, cement, and other manufactured products).
G. "Firm price" A guarantee against a price increase during the contract's life.
H. "Invitation to Bid" All documents attached or incorporated by reference used for
soliciting bids according to the City's procurement policies and procedures.
I. "Issuing Office" The office from which the Bidding Documents are to be issued, and
which registers plan holders.
J. "Manufactured Product" Items assembled out of components, or otherwise made or
processed from raw materials into finished products. Manufactured products must be
manufactured (assembled) in the United States, and the cost of components that were
mined, produced, or manufactured in the United States must be greater than 55
percent of the total cost of all components of the project.
K. "Manufacturer's Certification" Documentation provided by a Manufacturer certifying
that the items provided by the Manufacturer meet the domestic preference
requirements of BABAA.
L. "Manufactured Products" means items and construction materials composed in whole
or in part of non-ferrous metals such as aluminum; plastics and polymer-based products
such as polyvinyl chloride pipe; aggregates such as concrete; glass, including optical
fiber; and lumber.
M. "Owner" The individual or entity with which Contractor has contracted regarding the
Work, and which has agreed to pay Contractor for the performance of the Work,
pursuant to the terms of the Contract.
N. "Parks" Parks, Recreation, and Cemetery Division of the Manchester, NH Public Works
Department.

O. "Produced in the United States" means, for iron and steel products, that all
manufacturing processes, from the initial melting stage through the application of
coatings, occurred in the United States.
P. "Responsible Bidder" A person or firm that submits a bid that conforms in all material
respects to the invitation for bid and has the financial capabilities and expertise to
perform the contract requirements and the integrity and reliability to assure good faith
performance.
Q. "Site" Lands or areas indicated in the Contract Documents as being furnished by Owner
upon which the Work is to be performed, including rights-of-way and easements, and
such other lands furnished by Owner which are designated for the use of Contractor.
R. "Subcontractor" An individual, firm, or corporation having a direct contract with the
Contractor to perform a specific portion of the Work at the site, including the furnishing
of labor, materials, or equipment, in accordance with the Contract Documents and must
follow all rules and safety guidelines listed in the main contract.
S. "Substantial Completion" is the stage in the progress of the Work when the Work or
designated portion thereof is sufficiently complete in accordance with the Contract
Documents so that the Owner can occupy or utilize the Work for its intended use.
T. "Work" means the construction and services required by the Contract Documents,
whether completed or partially completed, and includes all other labor, materials,
equipment, and services provided or to be provided by the Contractor to fulfill the
Contractor's obligations. The Work may constitute the whole or a part of the Project.
BIDDING DOCUMENTS
Bidder shall obtain a complete set of Bidding Requirements and proposed Contract
Documents (together, the Bidding Documents). It is the Bidder's responsibility to determine
that it is using a complete set of documents in the preparation of a Bid. Bidder assumes sole
responsibility for errors or misinterpretations resulting from the use of incomplete
documents, by Bidder itself or by its prospective Subcontractors and Suppliers.
Bidding Documents are made available for the sole purpose of obtaining Bids for
completion of the Project, and permission to download or distribute the Bidding Documents
does not confer a license or grant permission or authorization for any other use.
Authorization to download documents or for other distribution includes the right for plan
holders to print documents solely for their use and for the use of their prospective
Subcontractors and Suppliers, provided the plan holder pays all costs associated with
printing or reproduction. Printed documents may not be resold under any circumstances.
Electronic Documents
A. Electronic (digital) copies of the Bidding Documents are available in Adobe PDF
(Portable Document Format) (pdf), which is readable with Adobe Acrobat Reader. It is
the intent of the Owner that such Electronic Documents are to be exactly representative
of the paper copies of the documents. However, because the Owner cannot totally
control the transmission and receipt of Electronic Documents nor the Contractor's
means of reproduction of such documents, the Owner cannot and do not guarantee
that Electronic Documents and reproductions prepared from those versions are
identical in every manner to the paper copies.

B. Unless otherwise stated in the Bidding Documents, the Bidder may use and rely upon
complete sets of Electronic Documents of the Bidding Documents, described in the
Paragraph above. However, Bidder assumes all risks associated with differences arising
from transmission/receipt of Electronic Documents versions of Bidding Documents and
reproductions prepared from those versions and, further, assumes all risks, costs, and
responsibility associated with use of the Electronic Documents versions to derive
information that is not explicitly contained in printed paper versions of the documents,
and for Bidder's reliance upon such derived information.
QUALIFICATION OF BIDDERS
Prequalification: If the Budget amount exceeds $250,000.00, no award will be made to
any Bidder who is not prequalified and cannot meet all of the following requirements:
A. Shall not have defaulted nor turned the work over to the bonding company on any
contract within three years prior to the bid date.
B. Shall maintain a permanent place of business.
C. Shall have adequate personnel and equipment to perform the work expeditiously.
D. Shall have a suitable financial status to meet obligations incidental to the work.
E. Shall have appropriate technical experience satisfactory to Parks in the class of work
involved.
F. Shall be registered with the Secretary of State to transact business in New Hampshire.
G. Shall have performed to the satisfaction of the Parks on previous contracts of a similar
nature.
H. Shall not have failed to complete previous contracts on time, including approved time
extensions.
I. Shall not be suspended, debarred, or otherwise excluded from receiving Federal funds.
J. Shall compare the names of its proposed Subcontractors against the searchable list in
the federal "System For Award Management (SAM)" database, which can be found at
https://www.sam.gov/portal/public/SAM.
K. Shall not Subcontract with any entity that has been suspended, debarred, or otherwise
excluded from receiving Federal funds.
L. Contractors have a continuing duty to inform the purchasing agency director of any
material changes that affect their basis for prequalification.
M. Those Contractors who have not submitted their Annual Prequalification forms and are
interested in bidding shall be required to submit their project-specific prequalification
form at least five (5) working days prior to the bid opening. Prequalification forms may
be obtained at the Office of the Department of Public Works (475 Valley Street) for
$5.00 or downloaded from the following:

No requirement in this Article to submit information will prejudice the right of the
Owner to seek additional pertinent information regarding the Bidder's qualifications.
PRE-BID CONFERENCE

A non-mandatory pre-bid conference will be held at the time and location indicated in
the Invitation to Bid. Representatives of the Owner will be present to discuss the Project.
Bidders are encouraged to attend and participate in the conference; however, attendance is
not required to submit a Bid.
SITE AND OTHER AREAS; EXISTING SITE CONDITIONS; EXAMINATION OF SITE
Site and Other Areas
The Sites (City of Manchester Schools) are identified in the Bidding Documents. By
definition, the Sites includes rights-of-way, easements, and other lands furnished by
Owner for the Contractor's use. Any additional lands required for temporary
construction facilities, construction equipment, or storage of materials and equipment,
and any access needed for such additional lands, are to be obtained and paid for by
Contractor.
Site Visit and Testing by Bidders
A. Bidder is encouraged to visit the Sites and conduct a thorough visual examination of the
Sites and adjacent areas. During the visit, the Bidder must not disturb any ongoing
operations at the Site.
B. The Bidder must conduct the required Sites visit after school hours unless arranged in
advance to be escorted by the Park Project Manager.
C. Complete all Site visits at least twenty-four (24) hours before the question deadline
listed in the timeline.
D. Bidders visiting the Sites are required to arrange their own transportation to the Sites.
E. Bidder is not required to conduct any subsurface testing or exhaustive investigations of
Site conditions.
F. On request, and to the extent Owner has control over the Sites, and schedule
permitting, the Owner will provide Bidder general access to the Sites to conduct such
additional examinations, investigations, explorations, tests, and studies as Bidder deems
necessary for preparing and submitting a successful Bid.
1. Owner will not have any obligation to grant such access if doing so is not practical
because of existing operations, security, or safety concerns, or restraints on Owner's
authority regarding the Site.
2. The Bidder is responsible for establishing the access required to reach the selected
test sites.
G. Bidder must comply with all applicable Laws and Regulations regarding excavation and
location of utilities, obtain all permits, and comply with all terms and conditions
established by Owner or by property owners or other entities controlling the Site.
BIDDER'S REPRESENTATIONS AND CERTIFICATIONS
The Bid Form that each Bidder will submit contains express representations regarding
the Bidder's examination of project documentation, Site visit, and preparation of the Bid,
and certifications regarding lack of collusion or fraud in connection with the Bid. It also
contains requirements required by the federal government, such as American-made
