Summary

The City of Pontiac ("City") is seeking proposals from qualified professionals or firms to serve as a Project Manager for the redevelopment of several key civic assets, with the primary focus on Pontiac City Hall Redevelopment, including the Sheriff’s Substation and the 50th District Court Building. The City is seeking a partner to manage the development process of the vacated sites, ensuring they generate sufficient income to offset the costs associated with the new location. Moreover, the city is seeking someone who can manage the development of the new site to also generate revenue to offset the cost of the new building.

This engagement is not a traditional real estate brokerage assignment. The City is seeking a partner with proven experience in development and project management, someone capable of structuring financing packages, recruiting end-users, and coordinating complex redevelopment projects that deliver long-term economic and community benefits.

Key Responsibilities

  • Develop and implement a strategic marketing plan for City Hall and related facilities.

  • Assemble and advise on capital stacks, including debt, equity, incentives, and public-private partnerships.

  • Actively recruit end users, developers, and financiers, with City Hall as the top redevelopment priority.

  • Provide development advisory services, including evaluation of proposals and recommendations for phased or mixed-use projects.

As the city prepares to move into the 300 W. Huron building, preparation needs to be made to:

  • Renovate the building as necessary.
  • Build out the property lot.
  • Redevelop the 11 acres that are City Hall, Sheriff's Substation, and the 50th District Court Building

Deliverables

  • Marketing plan for all three sites (City Hall as lead priority).

  • Proposed financing strategies and capital stack.

  • Pipeline of prospective end users, developers, and financiers.

  • Regular progress updates to City leadership.

  • Written evaluation of redevelopment scenarios with recommendations.

Qualifications

  • Demonstrated experience in real estate development, project management, or economic development.

  • Ability to assemble and structure financing for complex projects.

  • Strong existing network of developers, end users, and investors.

  • Real estate broker/salesperson license is preferred but not required.

  • Has established relationships with local and national developers to recommend the best plan for the project.

Background

The City of Pontiac is undertaking a significant redevelopment initiative focused on key civic facilities, including City Hall, the Sheriff’s Substation, and the 50th District Court Building. As part of this initiative, the City has identified the 300 W. Huron building as a central component of its long-term planning and operational strategy.

A preliminary working estimate of $37 million has been established for the renovation and relocation into the 300 W. Huron building. The City’s plan is to complete the full move by June 30, 2028. While the renovation and relocation are well underway in terms of planning, the City continues to evaluate the highest and best use of the existing civic sites to maximize economic, community, and operational benefits.

In addition to the relocation, the 300 W. Huron building presents site development opportunities that could accommodate commercial, retail, residential, or mixed-use projects. The City seeks a Project Manager to assist in identifying, marketing, and executing these redevelopment and development opportunities in alignment with long-term goals for downtown revitalization, civic efficiency, and economic growth.
