Project Description: Bids for the construction of the Disinfection Tank Replacement Project will be received by the Johnstown Redevelopment Authority (Owner) via PennBid, until Thursday, June 12th at 11:00 a.m. local time, at which time they shall be opened online & publicly posted via PennBid. Bids submitted by any other means will not be accepted. All documents & details are available at no cost on PennBid's website, https://pennbid.net. Contract 2025-WWTP-04 shall consist of the removal and replacement of sodium hypochlorite and sodium bisulfite chemical storage tanks, including all associated piping and appurtenances, at the Dornick Point Wastewater Treatment Plant. Construction will also include refurbishment of the existing secondary containment epoxy coating in the chemical storage room.
The Contractor shall adhere to the provisions of the Pennsylvania Prevailing Wage Rates as set forth by the Contract Documents
A mandatory pre-bid conference for the Project will be held on Tuesday, June 3 at 10:00 a.m. at the Dornick Point Wastewater Treatment Plant located at 241 Asphalt Rd., Johnstown, PA, 15906. Attendance at the pre-bid conference is required in order to qualify to bid.
No bid will be considered unless accompanied by a Bid Bond of an approved surety, a cashier’s check, a certified check, or bank letter of credit payable to the Authority in the amount of not less than ten (10%) percent of the total bid.
Bidders should be aware that any proposed insurance is not acceptable to the Authority without identifying the Johnstown Redevelopment Authority as an “additional insured” on the Bidder’s Certificate of Insurance.
Bidder/Contractor shall provide liability insurance naming the Authority as additional insured in the amount of $2,000,000.00 per occurrence and $2,000,000.00 aggregate.
Federal, State, and Local municipal regulations applicable to this type of service shall apply.
Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid.
This project is being financed in part by a grant from the U.S. Department of Treasury, under the administration of the Commonwealth of Pennsylvania, Commonwealth Financing Authority. The obligations imposed on the Owner by the financing agency shall apply to and be acceptable to the successful bidder.
