Description

1. OVERVIEW & DISCLAIMER

This is a DRAFT RFP for the United States Special Operations Command (USSOCOM)’s Preservation of the Force and Families (POTFF) Program Support, third iteration. Please be advised that this posting does not represent the complete final solicitation package; however, it includes all information and documentation available at this time.



This notice is for informational and planning purposes only to provide Industry with the most current information and to receive Industry feedback. This announcement does not constitute a formal solicitation, and proposals are not being requested at this time. The Government may issue a final RFP (H9240026RE002) based on the feedback received, which will be conducted using full and open competition.



2. ACQUISITION DETAILS



Anticipated Contract Type: Single-Award Indefinite Delivery Indefinite Quantity (IDIQ); Task Orders on a Time & Materials (T&M) basis.



NAICS Code: 621340



Ordering Period: Five (5) year base, Three (3) one year options



Contract Minimum / Maximum: Pending



Applicable Regulations: Provisions and clauses in effect through current Federal Acquisition Circular (FAC 2026) and the updated Revolutionary FAR Overhaul (RFO) standards.



3. ELECTRONIC PICK UP VIA PIEE

All solicitation documents, attachments, and amendments for this requirement are hosted exclusively within the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module. No attachments will be posted directly to SAM.gov.



The Government will use the PIEE Solicitation Module to post attachments.

Action Required for Vendors:




  • Registration: Vendors must possess an active registration in SAM.gov and have an active account in PIEE.

  • Required Role: To submit a proposal, your company's PIEE account administrator must assign you the "Proposal Manager" role. This role requires approval from your company's Contractor Administrator (CAM).

  • Lead Time: Account registration and role activation can take several days. Vendors are strongly encouraged to verify their PIEE roles immediately. The Government is not responsible for submission delays caused by incomplete PIEE registration.



4. HOW TO ASK QUESTIONS & SUBMIT FEEDBACK



To ensure all inquiries and comments are tracked and addressed efficiently, Industry partners must adhere to the following strict submission guidelines:



Step 1: Submit via MS Form (Mandatory). All questions, comments, and suggestions must be submitted electronically using the official Q&A form: https://forms.osi.apps.mil/r/aVNgewyL6t



Step 2: No Email Submissions. Feedback, questions, and document attachments will NOT be accepted via email. The Government is not accepting redlined documents. If you have suggestions or proposed changes to the draft documents, please reference the specific document, page, and paragraph, and type your suggestions directly into the Q&A fields within the MS Form.



Step 3: Meet the Deadline. All questions and feedback must be submitted via the MS Form no later than 03 June 2026, 1600 hrs EDT.

5. TARGETED FEEDBACK AREAS

While all feedback is welcome, the Government is particularly interested in industry perspectives on the following:



RFP Section




  • Attachment (SOW & Appendices 1 & 4)

  • Appendix 1: Do the Labor Categories, credentialing criteria, and qualifications structure adequately translate to current industry standards?

  • Telework and remote work are described but anticipated for by-exception/non-routine use. Please provide any comments/feedback on allowance/disallowance of the telework categories in relation to contract performance and efficiencies.

  • Is the Exception to Policy clear on which candidate criteria can be excepted?

  • Is upfront relocation to OCONUS logical?



Sections L & M




  1. Do the requirements in Section L clearly articulate what is requested?

  2. Is it evident which capabilities are most important for the Government's trade-off decision?

  3. Can Factor 1 be streamlined while still providing adequate information to determine the best value?
