Notice of Intent: Sole Source Award
**THIS IS NOT A SOLICITATION**
The Internal Revenue Service (IRS) intends to award a sole source acquisition in accordance with FAR subpart 13.5 to Mergent, Inc. for the renewal of mission critical annual subscriptions to the Mergent Online Global Database Enterprise License of U.S. and International company data. The anticipated start date is 30 September 2025.
A twelve (12) month base period of performance with four option periods is contemplated for this acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 519290, Web Search Portals and All Other Information Services with a business size of 1,000 employees and the Product Service Code (PSC) is DA10 – IT and Telecom – Business Application/Application Development Software as a Service.
The IRS collects annual data on the operations and effects of the tax laws as they relate to Corporations Income Tax Returns study. As part of this data collection, it is necessary to research data which may not have been reported on the tax return or were reported incorrectly. The subscription includes a proprietary global financial database with standardized financial statements and corporate hierarchies not replicated by other providers. In addition, the Domestic and International Excel spreadsheets are proprietary outputs of Mergent’s database and are not available from competitors. Without access to standardize financial statements and structural data on private and public companies available through Mergent’s database, the IRS would not be able to conduct comparative research across corporations and industries.
No solicitation package will be issued. This notice of intent to award a sole source is not a request for competitive quotes; however, all inquiries and submittals must be sent via email to Tonitta.L.Jones@irs.gov no later than 12:00PM (eastern) on 10 September 2025.
Responses shall include, at a minimum, the following information:
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any cost associated with preparation and submission of data or any cost incurred in response to this announcement.
