Request for Qualifications - Preparation of Independent Casino Local Impact Report

College Township, a second-class township, located in Centre County, Pennsylvania and home to a large
portion of the Pennsylvania State University – University Park Campus, has issued this Request for
Qualifications (RFQ) for consulting services related to the preparation of an independent Category 4 mini-casino Local Impact Report.

The Local Impact Report will establish baseline conditions in the community pre-development of the casino.
Then, gather real-world data and experiences from other comparable and relevant host communities,
specifically defined as the following:

• Category 4 casino host communities within Pennsylvania
• Host communities within Pennsylvania with similar or slightly larger scale casinos from different
  categories
• Other peer host communities featuring a Big Ten or comparable major University

Relevant data from these host communities would be integrated into a report that evaluates potential social,
demographic, economic, infrastructural and public safety impacts that this new casino may have on the Township
and the surrounding area, including the student population at the Penn State University – University Park.
