I. Introduction
The City of Bangor requests bids for one (1) Tandem axle cab and chassis, dump body & plow
equipment. Vehicles will be FOB Destination to the City of Bangor, Fleet Maintenance Department,
481 Maine Ave. Bangor, ME 04401.
The completed vehicle will be used for construction work and plowing snow. The City does prefer a
current model year but will consider alternate bids for the purchase of unsold previous-year model
if it meets or exceeds the requested specifications. To expedite the assembly and delivery of this
equipment, the City will accept an "off the lot" cab & chassis that complies with the bid specifications
for axle, suspension, frame, and body strength.
II. General Information
Available at the following web address www.bangormaine.gov/bids on the City’s website. By
submitting a response to this solicitation, the Bidder accepts the responsibility for downloading,
reading, and bidding by the terms and conditions set forth in the City’s “General Information for
Vendors.”
III. Submission
For consideration, submit the Bid Form (page 4) and all other materials requested via the submission
methods listed below. The envelope or subject line must be clearly marked as "Bid No. P27-14
Tandem Axle Cab & Chassis."
Submissions must be received by 2:00 P.M. on Wednesday, September 30, 2026.
Submission of documents can be completed by:
A. Emailing to bids@bangormaine.gov; or
B. Hand Delivery to Customer Service Window, 73 Harlow Street, Bangor, ME; or
C. US Post Office addressed to 73 Harlow Street, Purchasing Department, Bangor, ME 04401
(items must be received by the deadline); or
D. All Other Delivery Services to City of Bangor: Purchasing Department, 73 Harlow Street,
Bangor, ME 04401 (Bid must be received by the deadlines).
All submissions should reference “Bid No. P27-14 Tandem Axle Cab & Chassis.” Bids will be publicly
opened at the time stated above in the Paul Bunyan Room (first floor by the side elevator), or other
designated room on the first floor, 73 Harlow Street, Bangor, Maine.
A tabulation of all received Bids will be posted on the City's website as soon as possible after the
opening date. Visit www.bangormaine.gov/bids for results. The "Show Closed/Awarded/Cancelled
Bids" box must be checked to see the Bid information.
IV. Questions
Any questions must be directed in writing to bids@bangormaine.gov no later than 4:30 P.M.,
Wednesday, September 16, 2026.
The City will provide a response by 4:30 P.M. on Friday, September 18, 2026. This response will be
in the form of an addendum, accessible on the City's website. Notifications will be sent to those who
have signed up to receive notifications at www.bangormaine.gov/bids through NotifyME.
Notifications will be sent when new addenda are released.
V. Late Bids
It is the responsibility of the Bidder to see that their bids have sufficient time to be received by the
Purchasing Department before the submittal deadline. Any Bid, portion of a bid, or requested bid
revision received at the City Purchasing Department after the time and date specified will be
returned to the Bidder unopened or, if by electronic submission, deleted without being opened.
VI. Withdrawal of Bids
No Bidder may withdraw their bid for a period of ninety (90) days from the date of opening. All bids
shall be subject to acceptance by the City during this period. To withdraw a bid prior to the opening,
the Bidder shall request the withdrawal in writing. All costs associated with the withdrawal (i.e.,
mailing fees) will be borne by the Bidder.
VII. Rejection
The City reserves the right to reject any bids, waive any informalities or defects in bids, or accept a
higher-cost bid if it is deemed to be in the best interest of the City. The City also reserves the right to
request clarification of any details from the successful Bidder. The evaluation of bids and
determination of the award will be at the discretion of the City and its judgment shall be final and
without right of recourse by any Bidder.
VIII. Information & Requirements for Bidders
A. Tax Exclusion: All Federal and State taxes must be excluded from the bid price. Upon request,
a tax exemption certificate for the City of Bangor shall be furnished to the successful Bidder.
B. Bid Form and Requirements: The Bid Form (page 4) and all information/materials requested
in Section X. Specifications must be completed and returned with the bid to be considered
responsive.

C. Inspection: The equipment must be thoroughly inspected, serviced, and ready for use upon
delivery. All work performed must meet established industry standards of quality to be
acceptable. Any unacceptable work must be corrected before payment is issued.
D. Exceptions: Any exception to the provisions in Section X. Specifications must itemized on a
separate page titled “Exceptions,” referenced by section, subsection, and number, along with
a detailed explanation of the exceptions.
IX. Award
The award will be based on one or more of the following, provided Bidder is responsive:
1. Quality and performance of the equipment offered;
2. Prior history and experience with Bidder and equipment; references may be requested;
3. Availability of equipment and parts; and
4. Cost.
X. Specifications –
These vehicles will become a complete construction/plow truck. A check for front end alignment
after all equipment has been installed must be performed before delivery of finished vehicle. All
warranty dates shall begin upon date of finished delivery.
There shall be computer software training for both operators and technicians from Public Works and
Fleet Maintenance provided at the City of Bangor Fleet Building in the amount of four (4) hours for
each, if necessary.
1. Unit:
A. Heavy duty, ten (10) wheel dump truck cab and chassis with Gross Vehicle Weight (GVW) of
not less than 60,000lbs.
B. Expected gross combination weight of 80,000 lbs.
C. Axle Configuration: 6X4.
2. Wheelbase and Cab-to-Axle (CA):
A. Wheelbase shall be a sufficient length to accommodate a 12 ft. (12 yd.) dump body and
also plow rigging. This cab-to-axle (CA) measurement shall be determined by the Chassis
and Equipment Dealer.
B. AF dimensions must allow for a minimum 12” of frame to extend past the rear tires to
facilitate mounting the dump body and brake controls with mounted lighting adapters
for a trailer.
C. Unit must have both electric and air lines to the rear, with tractor protection valve.
3. Front Axle:
A. 18,000 lb. minimum capacity Wide Track, I-Beam type, such as Meritor MFS-18-133A or
equivalent.

B. Suitable for extreme snowplow and dump truck service.
C. Oil lubricated and sealed wheel bearings with visible oil supply.
D. Front springs shall be heavy duty designed to support the plow and wing in travel position,
under full ballast load with no appreciable sag or deflection on either side.
E. Front, Spring Multi-leaf, Shackle Type, 18,000-lb Capacity.
F. Springs, Front Auxiliary Air Bag, Right Side Only, Driver Control.
G. Front axle shall be set-back type.
H. Front shock absorbers.
4. Rear Axle:
A. Meritor RT-46-160P R-Series tandem axle or equivalent, @ 46,000# GVW.
With lube oil pump. Driver controlled locking differential in forward-rear and rear-rear
axle.
B. Approximately 55 MPH at most economical RPM in high gear.
C. Aluminum housings will not be accepted.
D. Magnetic oil drain plug.
E. Oil lubricated and sealed wheel bearings.
F. Gear ratio 5:38.
5. Engine:
A. Cummins diesel L9, 4 cycle 350HP (minimum).
B. Engine brake.
C. Turbocharged.
D. Cruise Control
E. Air Compressor 18.7CFM.
F. 860 lbs./ft. minimum torque output.
G. Extreme service oil filtration system (remote mount filter assembly will not be accepted).
H. Stainless Steel Oil Pan.
I. Magnetic oil drain plug.
J. Engine block heater: 1,500 watts minimum; 115-volt receptacle with spring operated lid,
mounted under Driver’s door.
K. Adapter for Spicer coupler 2-2-79 on crankshaft (factory installed).
6. Transmission:
A. Allison MD 3500 RDS Automatic Transmission with PTO provision;

5th Generation Controls; 6 Speed with Double Overdrive or equivalent.
B. PTO openings for mounted hydraulic pump.
C. Magnetic oil drain plug.
D. Transmission Cooler.
E. Transmission oil check and fill with electronic oil level check.
F. On/Off Highway.
7. Driveline:
A. Driveline shall be heavy duty and factory balanced.
B. Main driveline shall use (Dana Spicer) SPL170 or equivalent with half-round yokes.
C. Interaxle driveline shall use (Dana Spicer) SPL170 or equivalent with half-round yokes.
D. Extended life u-joints.
8.Brakes
A. Bendix Antilock brake system/ 4 channel (4 sensor / 4 modulator) Full vehicle wheel
control system or equivalent.
B. Front brakes shall be 16 ½ x 6 cam type (“Q” + style).
C. Rear brakes shall be 16 ½ x 7 cam type (“Q “+ style) with four (4) 30/30 brake chambers
on rear axles, with moisture – proof chambers.
D. All brake drums shall be outboard mounted cast drums.
E. Haldex Automatic Slack Adjusters or equivilant.
F. All air tanks and reservoirs must be aluminum with pull drain cords.
G. Pull drains on each reservoir with loose end of the cable attached professionally in a
location that is easily accessible to the operator.
H. Wabco SS-1200 Plus air dryer with integral heater and governor (frame mounted) or
equivalent.
I. Shall have brake backing plates on all axles.
9. Rear Springs and Suspension:
A. 46,000lbs spring capacity minimum.
B. Fore/aft and transverse control rods.
C. Must be leaf spring style springs.
D. Clearance between dual tires shall be 2” minimum. Clearance between inner dual tires and
suspension system or brake chambers shall not be less than 2”. The minimum clearance must
be retained under normal operating conditions under capacity loading. Local modifications,
special spacers or wheel components will not be accepted.
E. All hardware shall be designed for extreme service.
