Notice is hereby given by the Public Works Department and the City Clerk of the City of Morro Bay, California, in the City Clerk’s Office, 595 Harbor Street, Morro Bay, CA 93442, that the City will receive sealed bids until 2:00 P.M. Tuesday, September 29, 2026. Bids received after that time will be returned unopened. The bids shall be opened and read aloud by the City Clerk, on the above-specified date at or about 2:05 P.M. in an adjacent conference room accessible to the bidders and the public or in front of City Hall if dictated by current public health guidelines.

All bids shall be clearly marked, to prevent inadvertent opening by City mail management staff in advance of the bid opening, as:

Scope of Work

The work shall include, but is not limited to, providing all tools, materials, labor, equipment, and incidentals necessary for the rehabilitation of asphalt concrete roadways utilizing a combination of treatments including slurry seal, grinding and localized digouts, full rehabilitation, and construction of concrete facilities including curb, gutter, sidewalk, curb ramps, valley gutters and spandrels. All utilities not called out to be replaced will be protected in place. Manholes and other utility access frames and covers will be protected in place or adjusted to grade. The work will also include any required traffic control, signage, public notifications, stormwater control, vegetation removal, formwork, and all other work necessary to render the infrastructure/facility complete and operational, as shown on the Project Plans and Specifications, as specified herein, and in accordance with City of Morro Bay Standard Specifications and Drawings, and Caltrans Standard Specifications.

The Contract Documents must be obtained by download from ASAP Reprographics at www.asapreprographics.com .

A mandatory pre-bid conference will be held for this project:

Bidders must register as an Official Plan Holder by contacting ASAP Reprographics and pay $25 (non-refundable) to
download Contract Documents (including technical specifications and drawings) and be assured of receiving all
addenda and plan revisions that may occur during the bidding process. The document holder list may be viewed online
at the website above.
If a bid is submitted by a Contractor who is not licensed with classification “A” license in accordance with the
provisions of the California Contractors License Law, the Bidder’s Bond shall be forfeited as detailed in Section 8.2
of the Invitation to Bidders. The City reserves the right to reject any and all bids, to waive irregularities, and make an
award deemed in the best interest of the City. Postmarks and facsimiles are not acceptable.
Bids shall be executed on the forms provided in the book of bidding documents and in accordance with the instructions
contained therein. Bids submitted in any way other than on those project-specific, City forms will not be accepted.
Bid security, in an amount not less than 10 percent (10%) of the total bid dollar amount, is required to be submitted
with each bid. The bid security shall be in the form of a bidder's bond or a certified or cashier's check drawn upon a
responsible bank made payable to the City of Morro Bay and conditioned to be forfeited to the City in the event the
bidder, if their bid is accepted, does not enter into a written contract within ten (10) days after the Notice To Proceed
is issued after the awarding of the contract. The bidder to whom the award is made will be required to furnish a
payment bond and a faithful performance bond.

Prevailing wages shall be paid in accordance with the provisions of Sections 1770 and 1780 of the State of California
Labor Code of the State of California and the Compliance Monitoring Unit within the Division of Labor Standards
Enforcement. In addition, the following conditions apply:
• No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or
after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code
section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code
section 1771.1(a)].
• No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded
on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor
Code section 1725.5.
• This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations
Prospective bidders are encouraged to walk through the proposed project sites to become familiar with the site
conditions.

The Engineering Division has calculated an estimate of probable construction costs for this project. The City does not
wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number
and nature of bids received. However, for the bidder's convenience and bonding estimating, the engineer's estimate
falls within a range of $2,750,000 to $3,250,000 for the base bid and approximately $500,000 for each additive
alternate. The allotted time of construction for this project is NINETY (90) WORKING DAYS. A working day is
every weekday, except legal holidays as defined in Section 1-2 of the Special Provisions.
