Johnston Community College
Sealed bids from licensed contractors will be received by Johnston Community College,
Smithfield, North Carolina on Thursday, May 21, 2026 for furnishing of labor, material, and
equipment for the JCC Public Safety Complex Phase I project. Bids will be received up to 2:00
PM from Single Prime bidders at which time and place all bids will be publicly opened and read
aloud. Deliver bids to the Johnston Community College Pines Boardroom inside the
Wilson Building located at 245 College Rd, Smithfield, NC 27577. USPS mail is
automatically routed to our PO Box which creates issues for large packages, do NOT use this
method to send proposals.
* No bid may be withdrawn after the scheduled closing time for the receipt of bids for a
period of sixty (60) days.
* Bid security required is 5% of the bid in cash, certified check, or Bid Bond.
* Performance and Payment Bonds for 100% of the contract amount will be required.
* Johnston Community College reserves the right to reject any and all bids and
to waive informalities or irregularities.
Minority Business Participation: Bidders shall note that compliance with County of Johnston MBE
policies and the North Carolina Statute 143-128.2 (c) are required for this project.
Iran Divestment Act: Bidders shall note that the submission of a bid constitutes the bidder's
certification to the State Treasurer that, as of the date of bid, it is not listed on the Final Divestment
List created and maintained by the North Carolina Department of State Treasurer (the "Treasurer's
Office") pursuant to the Iran Divestment Act of 2015, Chapter 147-Article 6E of the General
Statutes of North Carolina (the "Iran Divestment Act").
General Project scope: Tree Clearing, Site Demolition, Erosion Control, Asphalt and Concrete
Paving, Parking Lot Reconfiguration, 600' x 600' Concrete Driving Pad, Driveways, Grading and
Drainage, Curb and Gutter, Waterlines, Sanitary Sewer, and Landscaping. Site Lighting to be
leased and installed through the Town of Smithfield.
Pre-Bid Conference: Scheduled for Thursday, May 7th, 2026 at 1:30 PM. Pre-bid meeting will
be held at Johnston Community College's Wilson Building in the Pines Boardroom at 245 College
Rd, Smithfield, NC 27577. The project Designer or Designer's representative will be available to
answer questions.
