NOTICE INVITING PROPOSALS
Notice is hereby given that the Roseville City School District (RCSD) will accept proposals for
the award of contracts for E-rate Funding Year (FY) 2026 up to, but not later than 2:00 P.M., on
January 6, 2026 for the following:

No faxed proposals will be accepted. Each bid must conform and be responsive to the bid
documents, and include One (1) signed original, two (2) hard copies, and one (1) digital copy
(CD or flash drive) of the proposal shall be submitted.
RCSD reserves the right to reject any or all bids or parts thereof, to be the sole judge of the
merits and qualifications of all bids, to waive any informality in a bid, not necessarily accept the
lowest of any offered and to extend the bidding period. Design, specifications, service, delivery,
and quality may be considered in making selections.

SUMMARY
The Roseville City School District (“RCSD” or “District”) issues this Request for Proposal
(RFP) to solicit qualified vendors to provide enterprise-grade, E-Rate-eligible Internet Access
Services to each of the District’s 22 schools and designated support facilities. The resulting
agreement will support the District’s instructional and operational mission and will be structured
to comply with all requirements of the Federal Communications Commission (FCC) Schools
and Libraries Program (E-Rate) administered by the Universal Service Administrative
Company (USAC).
The District reserves the right to award this RFP to one or more vendors. Awards may be
made by geographic area, site, circuit type, or other rational basis determined by the District
to be in its best interest, including technical feasibility, cost-effectiveness, and service resiliency.
The District may make partial awards even if a respondent submitted a comprehensive,
all-locations proposal.
Selection will be based on E-Rate-compliant cost-effectiveness, of which price is the most
heavily weighted factor but not the sole determinant. The District further reserves the right to
make no award or to negotiate final award terms consistent with E-Rate requirements.
All award decisions will be documented with sufficient rationale and contemporaneous records
to satisfy E-Rate audit and review obligations.

BACKGROUND
The Roseville City School District currently receives a 5 Gbps symmetrical Internet circuit
delivered by Consolidated Communications Inc. (CCI) to the District Office at 1050 Main
Street, which serves as the head-end for the District’s Metro Area Network (MAN). The MAN
provides WAN connectivity from the District Office to all school sites and support facilities.
Under the existing contract, the incumbent provider additionally furnishes a /27 IPv4 allocation
(30 usable addresses) and hosted DNS services for the District’s government-issued domain
(roseville-csd.k12.ca.us).

The District is issuing this RFP to competitively procure Internet Access Services in alignment
with E-Rate procurement rules, to ensure continued eligibility under USAC audit standards,
and to evaluate market options that meet current technical needs while preserving compliance,
scalability, and operational continuity.
PROJECT
The District seeks E-Rate eligible Symmetrical Internet Access Services at scalable bandwidth
tiers ranging from 100 Mbps to 10 Gbps. Respondents may propose either:
(a) a 3-year base term with up to two (2) optional one-year extensions, or
(b) a 5-year fixed term.
Service and speeds are to be delivered to the locations listed in Appendix B.
Consistent with the award structure stated in the Summary, the District may issue one or more
awards under this RFP, including partial awards by location or architecture.
RCSD will accept proposals based on the current head-end architecture or alternate
architectures that may provide operational, resiliency, or financial advantage. Any alternative
design must be fully described, costed as a separable option, and must not impair E-Rate
eligibility of any mandatory service components.
Pricing shall be provided in the tiered format defined in the bid appendices and shall list each
required component as separate line items, including at a minimum:
● Internet Access (recurring)
● Installation
● Hardware (provider-owned CPE if applicable)
● Transport/Circuit Costs
● Any other components necessary to deliver service
Respondents are not required to bid all listed locations; however, for any location not included
in a response, the respondent shall provide a brief written justification sufficient for audit and
E-Rate documentation purposes.
All proposals shall include:
● A minimum /27 IPv4 allocation per handoff address
● Support for industry-standard routing protocols
● DNS hosting for a minimum of five (5) domains (portal access preferred)
● District-visible monitoring capabilities (SNMP, API, or portal)

A Service Level Agreement (SLA) shall be included detailing service guarantees including, at
minimum:
● 99.99% availability of each circuit
● 0.25% packet/frame-loss commitment
● 25 ms latency commitment
● 3 ms network-jitter commitment
● 24 × 7 × 365 trouble reporting
● Two (2)-hour response and four (4)-hour restoration of service
● Remedies for chronic failure
SLA standards shall be maintained at no additional cost for the contract term.
Network Path Diversity Consideration
The District is committed to promoting network path diversity as part of its strategy to ensure
reliable and uninterrupted connectivity for instructional and operational needs.
During proposal evaluations, the District will take into consideration whether a proposed
solution contributes to diversity of providers or physical network pathways serving a site.
Proposals that result in a single point of dependency on one provider or route may be scored
lower due to increased risk of service disruption or decreased overall network resiliency.
Optional value-added services (e.g., DDoS mitigation) may be proposed if independently
priced and clearly identified with respect to E-Rate eligibility status.
SCOPE
The selected provider(s) shall deliver the awarded Internet Access Services to the designated
locations in accordance with the final proposal, irrespective of whether the solution utilizes the
District’s existing head-end architecture or an alternate, provider-proposed design. Any
provider-owned customer premises equipment (CPE) required to complete service delivery
shall be supplied, installed, and maintained by the provider for the duration of the contract
term. Provider-owned CPE shall be removed at the provider’s expense at the end of the
contract term upon District request.
At a minimum, awarded services shall include:
● Delivery of the contracted bandwidth to all specified locations bid by the respondent
● Provider-supplied, routable /27 or greater IPv4 address allocation per service handoff
● All necessary transport, routing, and interconnection to reach the public Internet
If a respondent elects not to include one or more listed locations in its scope, the omission must
be accompanied by a written justification consistent with the Project section.
