NOTICE INVITING PROPOSALS
Notice is hereby given that the Roseville City School District (RCSD) will accept proposals for
the award of contracts for E-rate Funding Year (FY) 2026 up to, but not later than 2:00 P.M., on
January 6, 2026 for the following:

No faxed proposals will be accepted. Each bid must conform and be responsive to the bid
documents, and include One (1) signed original, two (2) hard copies, and one (1) digital copy
(CD or flash drive) of the proposal shall be submitted.
RCSD reserves the right to reject any or all bids or parts thereof, to be the sole judge of the
merits and qualifications of all bids, to waive any informality in a bid, not necessarily accept the
lowest of any offered and to extend the bidding period. Design, specifications, service, delivery,
and quality may be considered in making selections.

SUMMARY
The Roseville City School District (“RCSD” or “District”) issues this Request for Proposal
(RFP) to solicit qualified vendors to provide enterprise-grade, E-Rate eligible Wireless LAN
Systems equipment to be used throughout the District’s 22 schools and designated support
facilities.
The resulting agreement will support the District’s instructional and operational mission and will
be structured to comply with all requirements of the Federal Communications Commission
(FCC) Schools and Libraries Program (E-Rate) administered by the Universal Service
Administrative Company (USAC).
Selection will be based on E-Rate compliant cost-effectiveness, of which price is the most
heavily weighted factor, but not the sole determinant. The District reserves the right to make no
award or to negotiate final award terms consistent with E-Rate requirements. All award decisions
will be documented with sufficient rationale and contemporaneous records to satisfy E-Rate
audit and review obligations.

BACKGROUND
In 2016, the District implemented an HPE Aruba Wireless Network throughout the District.
The goal of this initiative has been to create a homogeneous infrastructure that maximizes
resources in managing the network while reducing maintenance and training costs.
For this funding year, RCSD intends to maintain and expand its existing network by adding
wireless as needed across the District and supporting the opening of a new school site.

PROJECT
The District seeks to build additional capacity and density into its existing Wireless network
infrastructure. The goals of this proposal and project are to:
● Install new WAPs as needed throughout the District to fill in gaps.
● Increase WAP density to maintain connection during the event of a single AP failure.
● Provide 100% 5 GHz Wireless Connectivity within all classrooms.
● To provide an easy onboarding solution for one-to-one or a Bring Your Own Device
(BYOD) initiative.
● Increase outdoor coverage to support mobile staff and students.
Proposed solutions should meet or exceed these goals and the requirements listed throughout this
RFP. While specific part numbers may be listed, the District is open to equivalent substitutions
that meet all minimum requirements and integrate fully into the existing architecture.
TECHNICAL REQUIREMENTS
Control and Management
● Management of platform should be 100% web based enabled for full WAP configuration
● Solution should be OS and browser agnostic
● Monitor entire wireless network performance with the ability to drill down to the
individual WAPS; notification of down and saturated WAPs
● See connected clients in total at a site and on an individual Access Point
● Ability to identify troubles within the network (misconfigurations, radio issues, hardware
issues, client health etc) and provide detail resolution suggestions or fix without any
interaction with the operator where applicable
● Central management authentication via AD, LDAP, SAML, OAUTH, etc
● Firmware upgrade and downgrade via scheduled times
● Be able to manage WAP’s across Layer 3 that may be placed in geographically diverse
locations
● Minimum of 30 days of logging
● Ability to manage over 1200 WAP’s
● Capable of managing WAP’s of different models (For example; if a vendor has 10 WAP
models, a single management platform should be able to manage all of them as one
contiguous environment as long as they models are not End-Of Life (EOL))
● Survivability even if controller or master access point goes offline
● Configuration synchronization should be fully automatic
● Failover between a single access point should be seamless without loss of client
connectivity or require a WAP reboot.

Wireless Access Point Requirements - Minimum
● Support 802.11ac Wave 2
● Wifi 6 Compatibility
● Ability to support dual 5ghz radios on one WAP (preferred / not required)
● Ability to control MCS rates per radio and per SSID
● 2x2:2 MIMO
● Support the density of 100 clients
● Must be 802.3at compliant
● Be able to sustain currently connected clients for a minimum of 60 minutes in the event
that communication is lost with the authentication server.
● Ability to be fully configured manually and independently of a controller
● Lifetime Warranty, including firmware
● Video and Voice – Support and ability to prioritize
● Ability provide ACL controls based on roles

● Role based assignment
● Comprehensive Device Profiling and Visibility
● Flexible Authentication & Identity Store Integration
● Vendor-Agnostic (Multi-Vendor) Support
SUPPORT AND WARRANTY
All equipment must include a Hardware Lifetime Warranty.
Vendors shall provide warranty and support information for all proposed items, including options
for extended support and software maintenance.
TRAINING
To ensure District staff proficiency with the new equipment and software, proposals shall include
certification training for two (2) District employees on the proposed vendor platform. Training
credits must be valid for a minimum of 18 months and allow flexible scheduling.
